Present Situation Investigation And Research On Basic Training Policy Implementation For The Minority Postgraduate Students

Qualified personnel is the key to the regional development and national development. In order to carry out and implement western development strategy, fasten the minority area's development, culture enough ethnic minority talents which have doctor and master's degree, education ministry released"ethnic minority talents plan". Basic knowledge training policy for ethnic minority masters as the part of this plan, the purpose is to help them have the ability to study the masters'courses according to the basic courses training. This is because they come to school with very low scores. This study takes school of ethnic education of BUPT(Beijing University of Posts and Telecommunications) for example, exploring the effects and influencing factors of this policy implementation.Besides analyzing relevant literatures, this study uses questionnaire and interview methods. The targets of the questionnaire are the students who attend the basic training; The administrative staff, teachers and students are the targets of the interview. The conclusion comes out according to the statistical analysis and content analysis: the school of ethnic education of BUPT'training is successful, meeting the goal of basic training policy and enhancing the ethnic masters'basic knowledge. But it doesn't enhance their specialized theory; To the influencing factors of the policy implementation, the executive subject, policy and policy environment are related to the effects of the policy implementation; According to multiple regression analysis, we found executive subject and policy have remarkable predictive force to the effects, executive subject playing a major role.Finally, the study gives the suggestions to the problems existing in the process of the policy implementation.
