A Study On Zhang Pei Lun’s Statecraft Ideology

Modern history of China is a history of humiliation, but also a history of struggling with internal and external challenges. Faced with the ongoing fierce debate between the westernization school and the conservative school, as well as the crisis from colonial powers invade border areas and neighboring countries, the Ch’ing-liu school emerged up among the official class, whose main members are from Imperial Academy, Zhan Shi Fu, Censorate, and play an important role in the reigns of the T’ung-chih and Kuang-hsu. Zhang Peilun as the pioneer of the Ch’ing-liu, was the most famous representative of the Ch’ing-liu school.In recent years, academic circle have made a great progress in both of breadth and depth of the Zhang Peilun’s study and the evaluation about Zhang Peilun has becoming more and more objective, which give the author a great inspiration and help. Nevertheless, there is still have a considerable space to study on Zhang Peilun.This thesis can be divided into three main parts:First part, mainly elaborating the formative background of Zhang Peilun’s statecraft ideology, which including Zhang Peilun’s social environment, family background as well as his early life and characteristics.Second part, aiming at carding the three main aspects of Zhang Peilun’s statecraft ideology. First of all, talked about Zhang Peilun’s thought of internal affairs, which including relief and compassion people, providing opportunities to siring criticism and suggestions to governors, impeaching malpractices and purge officials. Secondly, discussed about Zhang Peilun’s thought of coast defense and naval construction, which including planning the navy system, select generals and protect Fuzhou Ship-building Bureau. In the end, analysed about Zhang Peilun’s thought of diplomacy and military, mainly discuss about Zhang Peilun how to deal with Russia, Japan, France invade Ili, Ryukyu, Vietnam, in the early period of emperor Kuang-hsu.Third part, evaluating Zhang Peilun’s statecraft ideology. Making the patriotism (against external aggression) and progressiveness (promote social progress) as the standards, give a reasonable assessment as possible.Significance of this thesis:1. Based on systematically understanding the relevant historical materials and research results, sorting out Zhang Peilun’s life experience and statecraft ideology comprehensively and thoroughly; 2. Making a more comprehensive and impartial evaluation about Zhang Peilun’s statecraft ideology.
