Background:With the rapid development of society, economy, science and technology and the growth of people’s health demand in china, the problems of health manpower in our country are becoming more and more serious. Health manpower total quantity is still insufficient, distribution and structure remains to be improved, quality and ability still needs to be improved, there is serious shortage of health manpower mainly at the grass-roots. "Difficulty and high cost of getting medical service" problem still exists. It is difficult to meet the people’s growing demand for health services. In 2009," Opinions on Deepening the Reform of Medical and Health System" issued by The State Council is the beginning of China’s new medical reform, which relates to deepen the reform of public hospitals. It has a great impact on health manpower management and development planning in public hospital. The health manpower management of current public hospitals is still unsatisfactory. The health manpower quantity and quality development planning is less. Grade three and a tertiary public hospital is the best hospital in China, which sets the most complete department and has the highest technical level. The current development of the new situation will have a greater impact on the health manpower development planning of the hospital.Under the new situation, public hospitals should base on their own health manpower development needs and external factors such as national policy, economic status, social development, science and technology development to analyze the problems existing in the development of health manpower, to optimize the allocation of health manpower resources, to develop health manpower reasonably. Then, we can improve the level of health care technology and service quality, and deal with the challenges in the development of medical and health services to promote the development of hospitals.Purposes:By making analysis of health manpower development and current situation (internal factors) of a grade three and a tertiary public hospital, this paper tries to find out advantages and existing problems of health manpower development, then, by the analysis of the external factors(national policy, economy, society, science and technology) which are influencing the development of hospital health manpower in the new situation, to put forward some suggestions and countermeasures to solve the problem, in order to have a certain guiding significance for the health manpower development planning of the hospital, even all of the public hospitals in China.Data:The research data of this paper are obtained from personnel department and other departments of a grade three and a tertiary public hospital, China National Knowledge Infrastructure (CNKI), WanFang Data knowledge service platform, newspapers, websites and so on.Methods:To obtain data and documentation by using literature research method, to make quantitative statistical analysis of the data by using Excel2007, to analyze the statistical results by using descriptive research method, to analyze external factors of hospital health manpower development by using PEST analysis method.Results:The factors which impact on health manpower development in hospital: ①Advantage: Greater influence of hospital, high level of medical technology, outstanding position in teaching and scientific research, excellent international exchange study, attaching importance to the construction of high level talents, reasonable structure of health manpower, higher education level of health technical personnel. ②Problems:The total quantity of health manpower is insufficient. Health manpower education structure needs to be improved. The number of health manpower with senior professional titles is little. The age structure of Health manpower is not reasonable. Hospital health manpower management model is obsolete; The external factors which impact on the health manpower development of the hospital:According to the analysis of hospital external factors (political, economic, social and technological), external factors will have an important effect of hospital health manpower development scale and health manpower management model, part of the clinical departments and administrative departments of health manpower demand.Suggestions and countermeasures:To make rational planning of the total number of hospital health manpower to meet the needs of the development of the hospital; To pay attention to the construction of some departments to help hospital development according to external factors; To integrate some departments rationally to help hospital development; To take comprehensive measures to develop health manpower of hospital; To improve the management level of health manpower with innovative health manpower management concept.
