The public-private partnership (PPP) originated in western countries in 1980s.It is a new delivery paradigm for supplying public goods or services. PPP re-positions the roles and responsibilities of the government and the market in the delivery of public services, and also brings a new approach for developing public utilities. Part of the public goods or services, which are traditionally produced by government’s organization, if produce by the private sector, the quality and efficiency of the delivery will be more competitive than the former.The combination of PPP with public hospitals is also known as the public hospitals PPP reform, is an innovative hospital reform model which generated in a complex background. Around world, many countries implement the public hospital system as the core of the basic medical insurance system, however the public hospitals still have a lot of problems, such as overstaffed organizations, inefficient, lacking of competition and innovation etc. In contrast, the medical cost and the demand of medical service is increasing every year. The rising of medical cost makes government finance overwhelmed, government input funds can not effectively meet the needs of the public hospitals, and the quality and efficiency of hospital services has been complained all the time. As the development of new public management, government has begun to realize that purchasing public goods or services form private sector, then taking function transformation form "do" to "management", is a practical requirement to promote the development of public utilities.Based on clearing up the connotation of PPP, paper analyzes some practical cases of PPP reform in public hospitals abroad, and then discusses the feasibility of introducing PPP into operation of public hospitals. Considering that under the background of health care reform today, PPP will be an alternative path to deepen public hospitals reform. Then paper studies some of the public hospitals’ PPP projects in China, analyzes those projects’ cooperation contents and preliminary results, sorts out the problems of introducing PPP into operation of public hospitals. Finally, combining the medical reform with the transformation of government functions, paper proposes corresponding solutions as references for promoting the normal development of PPP in public hospitals.
