With the growing of the problem of difficulty and high cost of getting medical treatment, the medical and health system reforms speeding up, related conferences being hold successively and the related governmental documents being executed, some ideas and opinions about health system reforms become clear gradually. Being one of the 5 parts of the reforms, the public hospital reform makes progress with multitudinous difficulties and ambiguous direction. As a less-developed province in West China, the public hospitals in Gansu still need a mass of financial investment, which made the public hospital reform to be a more oppressive task for the governments, hospitals as well as the ordinary people. How to make public hospital reform and if there are some best choices to make the reforms? The thesis is searching for some practical methods to deal with the questions.The thesis considers that the medical and health affairs in Gansu face long-overdue payments, even though the medical resources are still insufficient. The basis-level of the medical and health field in Gansu is especially weak. Therefore, the public hospital reforms in Gansu should not be alienated from.local reality, and should not copy foreign or other regions'public hospital reform modes, but emphasize on the pubic hospitals'public welfare location, rational resources distribution, scientific internal management, personnel training, taking special accounts of Traditional Chinese Medicine, which could be a special reform mode with Gansu local characteristics.The thesis consists of 3 major parts, which are documental summary, practical analysis and countermeasure proposal.The first part studies the background, significance, method and basic concepts, which explains the necessity of the studies. The second part is about the methods and evaluation of the public hospital reforms in foreign countries, to summarize their major medical care systems and reform experience. The third part is summarizing the major public reform practices in some provinces in China. The forth part is countermeasure proposal for Gansu public hospital reforms.
