Under the planned economy, the government establishes public hospitals directly, the government bears the double duty of management and enforcement. However, with the development of medical and health fields, exposing many problems under the public hospitals "uniform of management and enforcement" system increasingly, such as government management functions blurred, government is short of supervision and so on. Therefore the urgent need for public hospitals is to reform. In recent years, many public hospitals carry out reform of "separation of management from operation "which has become a direction. Public hospitals "uniform of management and enforcement" means separating government’s handling and supervision functions of public hospitals, avoiding low governance efficiency. Through the establishment of specialized body, health authorities exit the role of enforcement, in turn will be take main focus on the supervision of the health care market. In this paper, using the method of literature research and empirical analysis, from the angle of government function transformation, Wuxi public hospital’s reform of "separation of management from operation " as a case, on the base of combing the historical evolution of public hospital management system, analyzing realistic foundation and influencing factors of public hospitals "separation of management and enforcement" administrative system reform, finally proposing the corresponding countermeasures to improve.The theory significance and practice value of the paper is exploring more scientific reform model of public hospital management system reform and enriching corresponding theoretical study firstly; in favor of public hospitals to establish a sound corporate governance structure, expanding operational autonomy and improving levels of quality and service secondly; in favor of accelerating the transformation of government functions from "operation-based" to "management-based", giving full play to the public service functions, thus creating a fair and standard medical market environment and achieving fairness of health care services thirdly.
