Health services is an important part of Chinese social institution system and, of which, medical institutions display the greatest variety. Since everyone must face things like birth, oldness, illness and death, the reform of medical institutions always attracts people’s attention, and the contents of them are very complex and diverse. For a long time until now, the health administrative departments not only hold public hospitals on behalf of the Government, but also supervise public hospitals as the investors-to be both the "judges" and the "athletes", as well as "captain". In a sense, this kind of management system has some advantages such as decrees will be smoothly conveyed, and the management will be efficient. However, with the development of economy, the progress of society and the ever-deepening reformation of medical and health system in China, the disadvantages of the old-fashioned mode is becoming increasingly obviously. Especially over the past decade and more, due to the over-driven of economic interest, phenomena occurred in public hospitals as independent operating, disorderly competition, leveraging construction and expansion into chaos are becoming increasingly intense. The suboptimal management of public hospitals should be one of the most important reasons of the big problem which most patients have to face:the difficulties and high costs of getting medical services.Therefore, the report of the17th CPC National Congress clearly stated that,"To insist on the public nature of public health,""implement separate public service units from government, separate management from operation, separate medicine and medical treatment, separate for-profit and nonprofit, strengthen the government’s responsibility and commitment." In November2012, the18th Session of the General Assembly explicitly announced the request of "deepening the reform of public hospitals" to point out the direction further, and at national level, some relevant supporting and advocating policies were also unveiled. Compared with Shanghai, Shenzhen, Wuxi and other provinces or cities which are going ahead in the experiments in the reform of public hospitals, the management and operation mechanism of public hospitals in Shandong Province are still relatively traditional, and the study and exploration of the new regulatory model for public hospitals started relatively late, thus we urgently need to establish a new, scientific and effective management mode.Starting from the issue of separate management and operation, this paper first studies the theoretical basis and relative policies, and then analyzes the current situation of the management problems of public hospitals in Shandong Province. By utilizing the experiences and models of other regions (abroad and domestic), this paper will give advances for a new separating-management model of public hospitals in Shandong Province, which is a mode of "Public Hospital Administration+Health Bureau+Legal body administration structure". According to the basic constitutes and specific characteristics of the new model, propose policy suggestions of how to spread it, to guarantee that separate management and operation of public hospitals could surely satisfy the nation.
