On The Research Of The Revolution Of "Separation Of Management And Operation" In Chinese Public Hospitals

Under the planned economy system, public hospitals were directly established by the government, execute management-enforcement mode. Government has to take on the responsibilities of management as well as enforcement. With the development of the socialist market economy, this model has exposed many problems which effect further development of public hospital and people see the doctor, such as lack of operational autonomy in hospitals, ineffective medical services, insufficient financial investment of the government, the managers are lack of professional managing knowledge and so on. In recent years, the domestic typical city in succession reform the public hospital management system, actively explore and try the "separation the management of enforcement reform" mode. So public hospitals's "separation the management of enforcement reform"has become the hot and key of hospital reform, has very importana theoretical and realistic significance.This paper analyze China's public hospital's "management-enforcement" mode and its inferiority, explore the public hospitals "separating" the necessity of reform.It not only summarizes the practice of the reform of the public hospital management in the typical cities inside China but also learns from the great experience from the developed countries or regions,summed up two modes of "separating management from enforcement" in public hospitals, And through research the public hospitals's "separation the management of enforcement reform", comes to conclusionand that ensures the separation of the management and enforcement between the institutions, ensures the transformations of the government functions. And finally we could get to the goal of the fully enforcement of the centre of the public hospital and at the same time the confirmation of the non-profit feature. We also need to improve the corporate governance structure of the reform of separating the management from enforcement of public hospitals and build the effective checking mechanism for the sake of avoiding the corruptions of the public medical institutions.
