Labo Town Ninglang County in Lijiang city is economically backward which located in rural remote alpine mountains. The primary health care service there is low capacity due to it’s weak rural economic base,the geography which is mainly mountainous surrounded and inconvenient traffic. So that the accessibility of the primary health care service is poor, many villages are to underserved medical treatment.This paper selects Labo Town Ninglang County in Lijiang city for the study, in the current health care system continued to deepen as the background, from the reality of Labo Town Ninglang County in Lijiang city,through household surveys, interviews, etc. from a typical case health services accessibility and economic, geographic accessibility and availability of technical Arabia rural medical and health service accessibility and to conduct a comprehensive investigation and analysis.This paper attempts to use while being investigated by the level of education of the population, religion, and whether to do related to superstition when they are sick three,from these three aspects to study the accessibility of the local culture. In this paper, quantitative analysis method using Epidata data entry using Spss22.0 software for processing and analysis.The results show:Labo Town economic development is weak, poor infrastructure, low levels of household income, on the one hand led to a total lack of health resources of the land, on the other hand lead to many residents lack the ability to pay health service. InThe residents surveyed, the nearest village health distance within one kilometer of only 11.9%, from the township hospitals within one kilometer of only 4.4%, five kilometers from the village health accounted for more than 35.6%, more than five kilometers from the township hospitals accounted for 66.9%, Labo Town’s township medical institutions can be poor in the layout, and only a small part of them have the geographical availability of better. Meanwhile, the survey found that gender, age, education, occupation and other factors cause some impact to the health of Labo Town’s residents, due to the low level of education, religious and cultural factors, the Labo Town’s residents do some superstitious activities when they are sick, it makesmore serious impact on the utilization of health services, and lower cultural accessibility.According to the survey of the Labo Town made the following recommendations: Firstly, to increase financial investment, improve health agency service capacity; secondly, optimization Labo Town’s three-tier health service network; thirdly, increase Labo Town’s township medical staff skill levels; fourthly, educate the residents about health, improve theirs cognitive disorders; fifthly, improve the income level of Labo Town residents and economic accessibility of health services.
