Secondly, this paper take some statistical analysis for the rural medical and health services accessibility of Hebei province from2002-2010by using the relevant data China’s health statistics yearbook, China statistical yearbook, Rural China statistical yearbook. This research mainly analyzed from four aspects, including potential accessibility, realizing accessibility, equal accessibility and inequality accessibility of rural health services. Statistical analysis method includes the descriptive statistical analysis method and factor analysis method.Research found that medical health service in geographical accessibility is lower in rural residents of Hebei province. And the gap of recent medical institution is encountered mainly in the shortest time period and on the shortest distance.Through further study for the potential accessibility found that the factors of the rural health service facilities investment level, the hospital health service ability, the number of county medical institutions and the medical health personnel professional quality, are make a significant effect of promoting the medical and health services accessibility in rural. Then the analysis results of the realization accessibility show that, the factors of the hospital inpatients services utilization and the prevention health services utilization make a remarkable effect for the promoting of the medical and health services accessibility, especially the using factors of the hospital inpatients services are more important, the total weight is0.703. Finally, the factors of the peasants’ economic accessibility, the safeguard ability of the medical security system providing by government, the choosing of medical treatment by rural residents, are make a very obvious influence effect for the equality and inequality accessibility influence of the rural medical health services.
