The implementation of basic medical and health services project is an important step towards the equalization of basic public health services,and it is also an indispensable part of new medical reform tasks.The 17 th National Congress of the CPC further defined the aim of the development of China's medical and health services,Namely to “establish a basic medical and health care system and improve the health level of the whole nation ".Continuous improvement of the whole people's health level is an important symbol to improve people's quality of life,and also an important goal of socialist modernization construction.The report to the 18 th National Congress pointed out that we should keep to the orientation of serving the people,insist on the prevention,focusing on rural areas and lay equal stress on the Chinese and Western medicine.According to the requirements of remaining the basic level,strenghthen the basic services and establishing mechanism,it should be focused on promoting the medical services,public health,improve the national health policies,to provide safe and effective public health and basic medical services.Therefore,to promote the development of basic medical and health services,especially to improve the rural medical and health service level,has important significance to improve the health level of our country,to share the reform achievement for the people of all ethnic groups and promote the harmonious development of social stability.At present,it has a low rate on the accessability of health care in rural areas.The health resources are distributed unequally,and it can not be fully utilized.Compared to rural areas,rural residents,especially in Shuixigou Town,are living apart in a large area,high difficulty and special management of population mobility.The particularity of the town,determines that the supply of health services are special in the town.This study choose the suburbs of Urumqi City,Shuixigou town as the study area,on the basis of literature review,selected geographical accessibility and population accessibility,resources accessibility and technology accessibility,and economic accessibility and the six indicators of evaluation of basic medical and health services of Shuixigou Town,The Shuixigou town in the geographical accessibility and in population,resources,projects,technical and economic accessibility problems.Cause and reasons of poor is a lack of public health investment;Second,the uneven distribution of resources;Third,the supply of basic medical and health service is insufficient;Fourth,basically depends on the supply of health service quality is low.At the same time,This study from the scope of compensation,costs are reasonable;rational allocation of resources;Improve the rural basic medical and health service level;To strengthen the four aspects of basic medical and health institutions to improve the service ability of basic public health services in rural and suburban can the countermeasures and suggestions.
