A Study Upon The Existing Problems And Solutions Ofurban Medical Aid System In China

In recent years, China’s financial investment substantially increased the level of the people’s livelihood, meanwhile some medical treatment problems have been alleviated to a large extent. However, the medical problems of the poor are still a cause for concern. Poor poverty caused by illness, Poverty and ill health problems still exist, in varying degrees, which not only causes physical and psychological blow on the poor and families, but also affect social harmony and stability, and therefore carrying out medical assistance for the poor is totally necessary. Medicaid which belongs to the category of social assistance, is a multi-level medical security system in a hierarchy, an important part of the social security system is to implement "universal access to basic health services" the important part.This article focuses on the urban medical assistance system. After defining the concept of medical assistance and urban medical assistance, I illustrate some background theories, including the theory of risk society, Maslow’s hierarchy of needs and social aid rights Subsequently, through literature research and case interview method, I emphasize the necessity for our country, history and current situation of urban medical assistance. Then I introduced proposed urban medical assistance, which is not only to protect the right to life and the right to health last line of defense is to prevent the sickness of an important part of a powerful tool, but also to protect the human rights of vulnerable populations. I introduce the history and present situation of urban medical assistance, focusing on selected Shahe city of Hebei Province in carrying out the practice of urban medical assistance.This paper focuses on the operation of medical assistance problems including low levels of medical assistance, funding mechanisms are inadequate and disjointed urban and rural issues.
