CHSS(Community health service station) is a non-profit primary health care institution set up on the basis of the national medical reform policy serving for people within its coverage. The human resource of the CHSS composes the foundation of community health work, which makes it of prominence.Currently, the allocation mechanism of CHSS HR is running well over the country, yet minor problems still exist. For example, insufficiency of permanent staff, improper posts settings and salary system, imperfection of motivation system. This article carries investigation into primary health care service institutions in Wuzhong District, Suzhou in respect of HR functions by means of two-factor theory and Maslow’s needs-hierarchy theory. Specifically, the author makes Guoxiang Health Care Center as a research target, to examine its potential problems in terms of HR functions, analysis and research, hoping to achieve the purpose of reinforcing talented staff, strengthening service quality, and improving working enthusiasm, and ultimatelyensuring the entire HR function of the national health caresystem keeps sustainable development.
