Study On The Medical Insurance Reform Of Municipal Government And Its Public Institutions Of Jinan

Confronted with the economic and social development of China and the improvement of living standard of Chinese people, the previous medical security system could not meet the needs of people, the reform of free medical care system became imperative. In 1989, the State Council decided to carry out the medical care reform in four pilot cities including Dandong. The State Council then issued the Decision of the State Council on Establishing the Urban Employees’ Basic Medical Insurance System in1988, requiring all urban employees to participate in the medical insurance system, thus symbolizing the beginning of medical care reform. Since then, the medical system reform of enterprises developed quickly,while the relevant reform of the government and its public institutions developed slowly given to their specialty. In the year of 2012,provincial departments of the Shandong Province Government implemented comprehensive reform of medical insurance. Two years later in April, the Jinan Municipal Government issued the Rules of Basic Medical Insurance for Workers in Jinan,and scheduled to complete the reform in three batches from December. Because of this reform,workers in municipal government and its public institutions of Jinan were no longer entitled to enjoy free medical care and started to use social security card instead. In the process of the medical insurance reform of municipal government and its public institutions of Jinan,a considerable amount of problems are needed to be solved,such as the backwardness of the system and service,the unreasonable relocation of resources, the high ratio of self-payment, low level of actual protection and the phenomenon of shifting responsibility between big hospitals. Room is still existed for amelioration for the purpose of the perfection of the medical care insurance system.By using the research method of literature analysis and interview as well as applying the theory of welfare economics and the theory of social justice,this paper carries out the research of the related problems of the medical care insurance reform of municipal government and its public institutions of Jinan. Firstly,this paper elaborates on the evolution of the medical care insurance system,and analyzes the content and theimplementation of the reform. Secondly,this paper singles out the existing causes and problems of this reform. In the last, this paper provides suggestions of corresponding measures for this reform. The medical care insurance reform of municipal government and its public institutions of Jinan covers a wide range of interests. Whether or not the reform achieves its consummation and caters to the growing interest of the people is not only highly related to the well-being of individual people but also to the stability of the whole team of civil servants. The author hopes this paper to make contributions to the enrichment of the theory of social insurance and the improvement of this reform.
