Study On Professional Training Methods Of Management Personnel In Suzhou Specialized Subject Hospital

At present, our country is carrying out reform of hospital property right system. As early as in 1997, the State Council issued the Decisions on Health Reform and Development, requiring hospitals to “pay high attention to cultivation of health management personnel and cultivate a batch of professionalized management personnel adapted to health career development”. As our country has begun paying attention to development in occupational trainings of health management staffs and their qualification recognition, health administrative departments on different levels, institutions of higher learning closely related to hospitals, medical academic groups and the like have also frequently held multi-level, high-level and professionalized training courses of hospital management personnel, cultivating a lot of high-quality capable management personnel for hospitals. At present when competition among hospitals is intensified, management personnel also become the key point for hospitals to reduce operational management cost, increase service quality and efficiency and enhance overall competitive advantages of hospitals. Hence, it appears to be especially important and urgent to research systematized and professionalized cultivation manners and modes of hospital management personnel in our country.1. The research aims to investigate and analyze basic information about professionalization, specialization and institutionalization of a management personnel group in a specialized hospital in Suzhou.2. In a targeted manner, the research aims to put forward feasible manners and relevant suggestions in order to effectively promote the professionalized cultivation of management personnel.Method1. Through literature retrieval, full-text database of Chinese Journal of Science and Technology, full-text database of CNKI net and Medline were inquired. Research achievements about professionalization of hospital management personnel, which were publicly published both at home and abroad were collected. Chinese retrieval words include “hospital management personnel” and “professionalized cultivation”. Keyword for Medline database retrieval is “hospital management personnel” and the sub-keyword is “professional training”. Relevant journal literatures inquired were sorted and analyzed.2. Survey of status quo: the Survey and Consultation List for Management Personnel Professionalization in a Specialized Hospital in Suzhou was designed, wherein questionnaire survey for three aspects including professionalization, specialization and institutionalization was conducted to 120 current management personnel related to administrative management, medical and scientific research management and logistics management in the specialized hospital in Suzhou. Finally, 109 effective questionnaires were returned. After that, the data were analyzed through mean, median, standard deviation, coefficient of variation and 2?, by two kinds of statistics software including Excel2003 and SPSS13.0.Results1. Survey and Analysis Results of Basic Situation of Hospital Management Personnel(1) In the hospital management Personnel, the age composition of managers of administration, medical scientific research management and logistics management are in the interval between 30-39 and 40-49; proportion of people who have senior professional titles are larger; most of management personnel of each position is promoted to the corresponding jobs, most of the work management of the hospital without a systematic and professional learning; more than 60% or more of the personnel’s professional background is not a full-time professional management; they have higher educational level in general, and most have bachelor degrees and above.(2) Cognition of Professionalization of Hospital Management personnel: 109 respondents showed significantly different acquaintance and understanding of professionalization, but their cognition was insufficient as a whole. In addition, management personnel working at medical and scientific research management positions held obviously higher acquaintance degree of professionalization than other two types.2. Survey and Analysis Results of professionalization of Hospital Management Personnel:(1) Educational-background Education Concerning Management: A small part of the hospital management personnel participated in educational-background education of hospital management on different levels mainly including education for Master’s degree and above, postgraduate course class, undergraduate education and junior college program education.(2) Non-educational-background Education for Management: 42.40% of management personnel participated in short-term trainings, 25.00% of management personnel participated in expert seminars, 9.80% of management personnel participated in further education organized by the superior leaders, and other management personnel joined deeper trainings in the form of overseas study.(3) Demands for Management Training Modes: 19.27% of management personnel hoped to join MBA trainings, 31.19% of management personnel hoped to join MPH trainings, and other management personnel hoped to enhance their management capability and level by MPA trainings. No management personnel hoped to enhance management capability by modes of adult-education undergraduate or junior college programs.(4) Demands for Management Training Contents: three types of management personnel were very eager to master knowledge related to management.3. Survey and Analysis Results of Specialization of Hospital Management Personnel(1) Working Experiences of Management: most of the management personnel held over 5 years of working experience, while those with over 10 years of working experience also occupied a high proportion.(2) Involvement in Management Work: 35.77% of the respondents completely worked on management work, 47.71% of the respondents worked on management and business work, and 16.52% of the respondents mainly worked on business work.(3) Reading of Management-related Books: logistics management personnel obviously read books less than other two types.(4) Publishing of Management-type Thesis: 6.82% of medical and scientific research management personnel published over 6 academic theses. Secondly, management personnel of administrative management type had certain demands for thesis publishing.4. Survey and Analysis Results of Institutionalization of Hospital Management Personnel(1) Comments on Implementation of Admission Qualification System of Hospital Management Personnel: most management personnel had a clear cognition of the hospital’s implementation of the occupational qualification admission system, while proportion of medical and scientific research management personnel who deemed the implementation to be necessary was obviously higher than the proportions in other two types of management personnel.(2) Evaluation of Leaders’ Valuing of Management Work: proportions of personnel in administration management type, medical and scientific research management type and logistics management type, who were “very satisfied” with leaders’ valuing of management work, were respectively 47.37%, 22.73% and 29.63%. Therein, proportion of management personnel in the logistics management type, who were “unsatisfied”, was the highest and reached up to 51.85%.(3) Comments on Current Assessment System: proportions of personnel in administration management type, medical and scientific research management type and logistics management type, who were “unsatisfied”, were respectively 65.79%, 68.18% and 74.07%.(4) Comparison between Current Income and Expected Income: proportions of personnel in administration management type, medical and scientific research management type and logistics management type, who deemed the current salary to be high, were respectively 10.53%, 0.00% and 7.41%.(5) Comments on Influencing Degree of Working Performance to Salary Level: most of the respondents deemed that the working Performance exerted tiny or no influences.(6) Comments on Influencing Degree of Hospital Reward & Punishment Mechanism to Work Enthusiasm: 71.05%, 68.18% and 40.74% of management personnel respectively in the administration management type, medical and scientific research management type and logistics management type deemed that the mechanism would not stimulate work enthusiasm. Nearly a half of the respondents among the management personnel of logistics management type thought that the mechanism would reduce their work enthusiasm.(7) Comments on Influencing Degree of Hospital Management System to Work Enthusiasm: 65.79%, 77.27% and 74.07% of the respondents respectively among management personnel of administration management type, medical and scientific research management type and logistics management type deemed that the hospital management system would not influence their work enthusiasm.(8) Comments on Necessity to Set Individual Title Series for Hospital Management Personnel: over a half of the respondents among the administrative management personnel showed vague attitude towards the question and felt it hard to answer; 38.64% and 47.73% of management personnel of the medical management type respectively deemed the implementation to be necessary, or felt it hard to answer; over two thirds of the respondents among management personnel of the logistics management type deemed the implementation to be unnecessary.Conclusion1. At present, management personnel professionalization in the specialized hospital in Suzhou mainly has the following the problems: it is urgent to strengthen professionalized trainings of health management; enhance the full-time work consciousness of hospital management personnel; and perfect construction of the specialized hospital management personnel system.2. Professionalized cultivation of specialized hospital management personnel can be realized by: attaching importance to and strengthening health management specialized subject hospital management personnel specialized training, specific to strengthen health management education training base construction, the development of health management professional degree education, universal health management job training; constantly enhance the consciousness of the hospital management personnel of full-time; construction of institutionalization of specialized subject hospital management talent training mechanism and channels, specific to science develop specialized subject hospital management professional training plan, through the qualification system and talent title system construction to promote hospital management personnel to participate in professional training.
