Objective:Based on the study of pre-job training and continuing medical education of recruits in blood collection and supply institutions at home and abroad,this study intends to make a thorough investigation on the current situation of human resources,pre-job training of new recruits and continuing medical education of on-the-job staff in blood collection and supply institutions in Chongqing,analyze the existing problems and influencing factors,and base on Chongqing,and combine the national conditions and foreign experience.To explore the standardized training mode for new and existing professional and technical personnel of blood collection and supply institutions in Chongqing.Method:1.Document analysis: Major databases and related website resources were used to collect relevant documents and reports on personnel training of blood collection and supply institutions at home and abroad.2.Expert consultation method: By consulting 10 experts in blood collection and supply field and 11 experts in health management field,the rationality of questionnaire and interview outline design was proposed,and the construction of post-training mode was consulted and demonstrated.3.Questionnaire survey method: To distribute and retrieve the self-designed Human Resources Questionnaire of Blood Collection and Supply Institutions in Chongqing,which includes the information of profession,educational background,professional title and whether or not the personnel of blood collection and supply institutions are compiled.The 17 questionnaires collected were valid forms from 1 blood center,6 central blood stations and 10 central blood banks.4.In-depth interview method: Through semi-structured interview outline,five representative blood collecting and supplying institutions in Chongqing were interviewed in depth.The five institutions were Chongqing Blood Center,two blood collecting centers with the largest and smallest blood collecting capacity,and two central blood banks with independent and non-independent legal persons.The interviewees were managers at all levels who participated in the formulation and implementation of human resources policies of blood collecting and supplying institutions.Supplementary information not reflected by the data in the questionnaire,and provide suggestions for the construction of the later model,such as training subjects,training content,assessment methods and safeguards and other training elements.5.Statistical analysis: Through encoding the collected questionnaires,using Excel 2003 for data input and processing,using SPSS 20.0 statistical software for data analysis.Results:1.The problems of human resources in blood collection and supply institutions in Chongqing are as follows: the personnel's educational background is generally low,the proportion of undergraduate and above education is less than 49.21%;there are no blood transfusion medical professionals;the proportion of non-staff is high,it's 43.65% in central blood station;the proportion of intermediate titles is low(27.69%)and senior titles are scarce(10.16%).2.The problems existing in the pre-job training of new professional technicians in Chongqing Blood Collection and Supply Institutions are as follows: the level of training teachers is uneven,the training effect is not good;the training form is single,the training content is not standardized;the training assessment is not strict,and the formalization problem is serious.3.Problems in continuing medical education for professional and technical personnel of blood collection and supply institutions in Chongqing: self-organized training by institutions,low quality of internal teachers;single training form,mainly self-study and internal learning;non-standard training content;no training assessment.Mode construction:Training objectives: The training objectives of new trainees are to enable trainees to complete pre-employment preparation,clearly grasp the corresponding professional knowledge and skills.The training objectives of continuing medical education are to enable trainees to follow the development of blood collection and supply and constantly improve their own theory,knowledge and technology,with professional development-related qualities.The main body of training is the Ministry of Health Administration.Training Base: Chongqing Blood Center.Training Teachers: Training Teachers need to have qualified certificates of teachers,and have relevant professional work experience of more than five years,familiar with relevant post operating procedures,training and teaching experience,etc.Training Object: the training object of new entrants is the professional and technical personnel of new entrants and transferees,and the object of continuing medical education is the professional and technical personnel on the job.Training Time: the training of new entrants is 3 months(12 weeks),and continuing medical education is at least 80 hours per year.Training Form: centralized teaching,planned self-study,department rotation.Training Content: knowledge and skills training.Training Assessment: new personnel training assessment includes attendance,theoretical knowledge and practical skills operation assessment,etc.Continuing medical education assessment can choose to submit training experience,examination,practical skills operation assessment,etc.Training guarantee includes formulating management system,setting up training files and ensuring training funds.
