Since performance evaluation was applied in the enterprise and obtained great achievements, a lot of colleges and universities used it for human resource managements of teachers. University as the important place for personnel training in China, the situation of the performance evaluation for teachers is not only related with the management level for teachers bus also related with the enthusiasm of teachers’ work and the effects of talents cultivation in colleges and universities. Therefore, how to design an effective system for performance evaluation which plays an important role on optimizing the teachers’ behavior and has the important practical significance to enhance the management level of colleges and universities.At presents, a lot of colleges and universities are continually exploring the system of performance evaluation for teachers from practical way. Hainan Medical University as the major university in Hainan province is the only one provincial and public university. Teachers are related with the teaching level, research level, the quality of personnel training, comprehensive ranking and core competitiveness of university as the important part of human resources. But there are many problems existed in the current performance evaluation system for the teachers in Hainan Medical University, which has influenced the work enthusiasm and the effectiveness of some teachers. So it is urgent to improve and optimize the performance evaluation for teachers.This paper focuses on the theory and knowledge of human resource management. We analysed the implementation of the performance evaluation for teachers in Hainan Medical University and summarized the specific problems with the theory of human nature and goal setting as the basis and the method of empirical analysis and questionnaire. We also put forward the corresponding countermeasures and suggestions from the perspective of KPI and the method of360degree assessment by using domestic and foreign theories on the performance evaluation for teachersThis paper consists of six parts specifically. The first chapter is the preface. The second chapter introduced the domestic and foreign review and related theoretical research. The third chapter analysed the implementation of performance evaluation for teachers, investigated the situation by questionnaire and analyzed the deficiencies according to the basic situation of Hainan Medical University and the status of human resources management. There are main problems existed in the current system of performance evaluation for teachers in Hainan Medical University, e.g. the goal is not clear, lack of emphasis on the content of performance evaluation, the quota design is not scientific, lack of concept for the main part, lack of objectivity for the results, and lack of communication and feedback of performance evaluation. The fourth chapter optimized the design of system of performance evaluation for teachers in Hainan Medical University from the optimal scheme on the design target and principle, determination of evaluation quota and main part, determination of quota weight, and feedback and application of results of performance evaluation for teachers. The fifth chapter put forward some methods to guarantee the system design of performance evaluation for teachers in Hainan Medical University from the aspects of organization, personnel, environments and so on. The sixth chapter is the conclusion.In order to achieve the following purposes through the research of this paper:to put forward the objectives and principles for optimizing the performance evaluation for teachers in Hainan Medical University, to determine the index and weight of performance evaluation for teachers and to apply the results of performance evaluation for teachers’ recruitment, employment, salary and bonus, promotion mechanism, which has an important significance to enhance the core competiveness of Hainan Medical University. Meanwhile, there are also certain significance for the development of performance evaluation and education for other universities in China.
