As nodal points of the three-layer network of our rural medicare system, the Countryside Medical Stations (CMD) serve as the major supplier and the actuator. As a result, the human resource of CMD plays a significant role in meeting the requirement of countryside resident medicare service and the construction of countryside public health care system. Nowadays, as long as rural medicare covers more people as well as higher percentage of countryside resident population, considerable amount of patients who were originated from countryside and are temporally earning their leaving in urban cities tend to go back to their home and seek for treatment. This trend puts the spotlight of our rural medicare service right on CMD. On one hand, the number of patients drastically increases as well as the medical service demand, on the other hand, the professional service offered by CMDs is in serious shortage. This situation becomes the major issue of our current rural medicare business. In the order of unveiling the underling constraints within human resource of CMD, based on the local condition of Gansu Province, as well as samples of CMDs in Zhenyuan, Gansu, the paper systematically analyzed the status of human resource of current rural medicare system. Discoveries are made that several aspects are considered to be the main restrictions to the capacity of CMD and their development, they are: imbalanced configuration, incomplete incentive strategy, and non-optimized efficiency. According to the circumstance of CMDs in Zhenyuan, the paper makes several arguments for the purpose of improving human resource business of CMDs in Zhenyuan, as follows. First, to attract and settle down highly qualified employee through establishing sensible regulation and administration adapting to market demand and supply along with national macro-control strategy, polishing social security system, increasing benefits, improving hardware configuration and investing continuing education. Second, to build up stimulating mechanism through establishing flexible employment system, rational payment, effective incentive, reasonable evaluation system and local rotation system. Finally, to professionalize the medicare service of CMD through establishing specialized training system and completing countryside medical training system, therefore to advance the steady and swift development of the rural medicare system.
