With the deepening of medical system reform, hospitals are meeting more options and challenges, while the state-owned hospitals do not prepare well for such situation. These hospitals have their common and severe problems, such as unclear property-right, correlationship, defective management system, inflexible operation mechanism, less motive force in developing service market, inefficient logistic service, less elite in the management posts, rigid personnel and distribution system, defective inspirational mechanism, outflow of talented persons and so on. Solution of these problems relies on measures of many aspects, the most important aspect of which is to well utilize the present human resources and to build up modern management system for hospital personnel development.The Second Hospital of Shandong University (SD) is a big state-owned hospital. It encounters all the above-mentioned problems, especially, the traditional rigid human management system becomes the main roadblock which hinders its development and weakens its competition. Human resource is the first important resource for a hospital, the competition in the medical service market is actually the one of talented personnel. Thus, study on human resource management in SD is of great significance at present.Human resource management system, as SD development strategy, was focused and investigated in the study, which was based on the author's long-term experiences in hospital and on the endeavor to utilize modern theories and successful practices in hospital human resource management. Guided by the theories of human resource management, the present status of SD human resource was analyzed and the characteristics and advantages of modern advanced hospital management both abroad and at home were introduced; the existing problems in human resource management in SD were fully analyzed, the strength and weakness, opportunity and threats on the aspect of SD human resource management were found out and summarized with SWOT method, and finally, proposals and measures for human resource management as SD development strategy were raised. Concretely speaking, the main contents of the proposals and measures included the following aspects: (1) to establish new concept of modern human resource management in hospital development, (2) to work out a good program for hospital human resource management, (3) to opens up the channel of bring in talent and standard the employment advertise flow, (4) to set up proper work team and to run sufficient delegation, (5) to establishment inspection mechanism of combine quantification with qualitative inspection, (6) to establish efficient spurring mechanism and control mechanism, (7) to establish "able to enter and to leave" recruitment and contract system, (8) to improve training system, set up professional plan and provide wide developing space for the employees, and (9) to practise "humanistic management concept" and activate specific hospital culture.
