Objective:This study aims to construct a competency model for medical outpatient nurses, including the establishment of internal medicine clinic nurse job competency model dimensions, feature entries, behavioral performance, and to determine the index proportion; It also aims to explore the utilization of competency model in human resource management and provide a scientific basis for hospital recruitment, selection, evaluation, and training outpatient nurses.Methods:Under the guidance of the principle of a "360-degree Assessment Method", and with an open-ended questionnaire through15distinguished nurses and three head nurses for outpatient as well as50outpatients,50nurses and30outpatient medical clinic doctors from other departments, and by means of an extensive collection of nurse competency entries, an initial competency model for medical outpatient nurses is to be established combined with the characteristics of medical clinic nurse job. Then with Delphi method, two rounds of expert consultation from22experts helps to establish the dimensions, competency entries, behavioral performance, and to determine the index proportion of the competency model for medical outpatient nursesResults:1. A competency model have been established, which includes5dimensions (knowledge, skills, professionalism, personality traits, management ability and health education capacity),38competency characters and42behavioral indicators. And assigned index will be considered for the final calculation of proportions according to the experts at all levels.2. Reliability analysis for Delphi expert consultation:two response rates from expert consultation were91.7%and100%, indicating that the experts of the research is highly motivated. The average of the three indicators are more than3.5and the full credit rate is greater than20%, indicating a high degree of concentration of the expert consultation. Through two rounds of expert consultation, the coefficients of variation were between4.30%-20.41%and0%-19.36%, both less than25%, indicating a high degree of coordination of22experts each indicator. And with the cooperation index were between0.198-0.281, by chi-square test the p value is less than0.05, indicating statistical significance, suggests that the22experts coordinate well on the three sets of indicators and the assigned index. The personal authority coefficient of the expert group is more than0.70, and the collective coefficient is0.91, which shows that the expert group has good authority.Conclusions:It is appropriate and scientific to adopt different approaches including literature analysis, in-depth interviews, questionnaires and the Delphi method combined for the construction of competency model for medical outpatient nurses, which is scientific, reliable and complete as id includes5dimensions,38competency features, and43behavioral indicators which can offer a scientific way for clinic nurse recruitment, selection, evaluation, training and is of practical significance.Follow-up proposal:More assessments on model behavioral indicators are needed to further enhance operability and objectivity. It is better to expand the scope of the study and increase the sample size and further improve the content of the competency model.
