Analysis Of Medical Resource Allocation Standard Of Shandong Province (2013-2020)

With the increase of healthcare demand, the variation of disease spectrum in our country, development of medical support system, especially the establishment and perfection of Preliminary Analysis of the System of Cooperative Medical Lare in Rural Area, some problems, such as medical sources disordering, unreasonable structure, short and waste become serious. It is essential to optimize the medical resources, and improve the efficiency of resource distribution.Optimization of medical resources is the characters and developing regularity of regional medical service. The medical resources should be distributed and organized by national government and medical department by means of planning the and market regulation, to get the balance among the total supplement and demand and getting reasonable distribution structure, and forms the coordinated development of regional medicine. At present, there are many methods to evaluate the configure standard of medical resources, such as, medical service demand quantity method, medical service demand requirement method, service destination method. All of the evaluation methods have their own theoretical foundation. In such a medical system reformation process, it is impossible to rely a single evaluation method. The main research object for this thesis is narrow defined medical resources, the physical resources, that is, the hospital beds, medical human resources, and medical facilities.The purpose of research in this thesis is to build the next5to10year medical resource distribution standard matching the development of society and economy in Shandong Province by investigating the medical service demand quantity of people of suburb and rural area in Shandong Province, the healthcare problems, and the service demand, potential demand, effect factors of relationship between medical supplement and demand, and investigating the change of medical resources, and the utilization efficiency of the resources. The finial aim of this work is making an overall plan for the medical resources in Shandong, getting ordered distribution, and improve the medical service ability and utilization efficiency to build an efficient, economical, fair and equitable medical service and management system, which should match the economic development of Shandong Province.Basic economic situation, resident’ health state, utilization of public medicine service, and health care supplement, resource distribution situation were sorted with the different regions according to the different social economy, medical resources, utilization of resources, and disease/health state based on Shandong Statistic Yearbook, Shandong medical Statistic Yearbook, Shandong (2000-2012), some data base from national medical investigation, and some references from domestic and abroad. The status of medical resource distribution and utilization development tendency was analyzed, and the development tendency in next5-10years was predicted. Based on the above investigation, a Medical distribution Standard Draft for Shandong Province was proposed. The draft was put forward the standard for setting medical institution, allocation of medical bed, medical human resource, disease prevention and control human resource, health monitoring human resource and medical facilities, and the standard for medical budget, which figured out the outlook of the standard of medicine resources by the end of2015, and the long term outlook by the end of2020, which provided the basis for regularization and optimization of medical resources, and for evaluation and supervision and checking the regional medical development.
