Happiness and health are the eternal pursuit of mankind,and the development of medical and health services reflects the hard power of a country in the economic,scientific and technological fields.With the rapid development of China’s economic construction and social,people’s living standard and consumption level is increasing day by day,but there is a regional health care resources in the current imbalance,the waste of medical resources and service ability insufficiency,the grassroots medical institutions at the level of the function is not reasonable,can meet the demand,diversity of residents against social fairness and justice,contrary to the goal of building "the health" society.Promoting the implementation of the hierarchical diagnosis and treatment system is an important measure to improve the structure of the medical and health service system,realize the equalization of medical and health services,and improve the health level of residents.In the hierarchical diagnosis model,the facilitator and regulators in the formulation of government as a policy,all levels of medical institutions for medical service provider,resident as demand side of medical resources,in the medical and health system the role and status of each are not identical,to clarify the government,medical institutions,and the relationship between residents,to solve the limited medical resources investment and well before the people’s increasing health service demand contradiction,is the key of the current our country medical treatment resources allocation optimization.This paper takes 17 cities in Shandong province as an example,based on medical resources mismatch degree evaluation and analysis of medical service development potential,reveal the spatial difference of current medical resource allocation and configuration key,in the building of a hierarchical diagnosis system based on evolutionary game architecture,multiple subject and accordingly put forward corresponding medical resource allocation optimization path.This paper first introduced the health distance model to measure the deviation degree in the development process of medical resource allocation in different cities,and analyzed and evaluated the spatial distribution and spatial agglomeration phenomenon of medical resource allocation in Shandong Province.Then,by comprehensively considering the driving effect of regional economic level,education,science and technology,information and other factors,the comprehensive development potential of medical services in all cities of Shandong Province is calculated,the key factors influencing the development potential of medical services are analyzed,and the key points of medical resource allocation in the future are clarified.Finally clarify the grading diagnosis system of government,medical institutions and inhabitants to participate in the main body evolution mechanism,adopt different strategies respectively set up between the government and medical institutions,residents and medical institutions of evolutionary game model,on this basis,from the government,medical institutions,residents participate in three main body,puts forward the medical resource allocation optimization strategies and Suggestions.
