Since China's reform and opening up to the outside world, its medical and health care system develops in a high-level while low-coverage way. The municipal medical and health care resources are collocated in a mode of upside-down triangle. This upside-down triangle poses many problems to the municipal medical and health care system. The direct influence is that many patients incline to turn to city-level and large hospitals for treatment, making these hospitals be over-loaded, therefore unable to develop their technical and professional advantages. Meanwhile, community hospitals receive a small quantity of patients. In this way, medical and health care resources are greatly wasted.China is now exploring, in a cautious and active way, these resources' suitable collocation manner, breakthrough point, system designation and organization structure. This exploration is mattering the whole citizens' health and life. Therefore, the practices/ experiments connected with this exploration should be scientifically analyzed, concluded and researched, so as to better promote the development of our country's medical and health care system.Since the 90s of twenty century, many large-scaled hospitals in cities bring in the abroad experiences, and try to exploit the method and manner of achieving mutual support and sharing of all the medical and health care resources. As it's in the stage of exploration, the current medical and health care system still have many problems and defects. With the government's increasing investment into and supervision over this system, and through the scientific market mechanism as well as the joint efforts of the government, market, medical organizations, and the citizens, China's collocation system of city medical and health care resources will become more and more mature and perfect. And this perfection of collocation system through innovation will lead our country's medical resources collocation to a characteristic way of balance between efficiency and equality.
