Objective: To investigate the allocation of human,financial and material medical resources,the provision of health services and policy support in a public hospital in Xinjiang from 2012 to 2017,and to evaluate the input and output of medical resources,to study the operational efficiency of the public hospital and to explore the factors affecting the utilization efficiency of medical resources in the public hospital.To understand the satisfaction and evaluation of patients receiving sandtherapy service in the sandtherapy center of the public hospital,and to analyze its influencing factors,and to put forward reasonable suggestions for the existing problems,so as to provide empirical reference for the rational allocation and effective operation of the hospital resources.Methods:The input-output data of the hospital from 2012 to 2017 were collected.According to the types of input and output indicators,the BBC model of DEA and Speraman correlation were used to analyze and study.The triangle of business,economy and service was taken as the starting point to analyze and evaluate the operation efficiency of medical resources.A questionnaire survey was conducted among 760 patients who received sandtherapy service in the sandtherapy center of the public hospital.Results SPSS21.0 was used for quantitative data analysis to find out the factors affecting the overall satisfaction of sandtherapy service and to analyze them.Results:In the allocation of resources in this public hospital,the number of staff and staff on the job is increasing year by year,the number of staff on the job is not exceeding the number of staff,the overall proportion of medical practitioners(assistants)among health technicians is low,and the number of registered nurses is increasing year by year.Income and total expenditure increased year by year,while the number of outpatients,the utilization rate of beds and the number of inpatients increased,while the average length of stay decreased.The results of operation efficiency of the public hospital are as follows:(1)Operational efficiency model: 1,1,0.696,0.761,0.850 and 0.902.(2)The operating efficiency of the economic efficiency model: 1,1,0.945,0.855,0.902,1.(3)Operating efficiency of service efficiency model:1?0.995?0.924?0.923?0.877?1.Further analysis of Malmquist index model shows that there is a technological decline in 2012-2015 and technological progress in 2016.In Sperman correlation analysis,there was a positive correlation between the number of outpatients and total income in different years,and a negative correlation with the average length of stay.In the questionnaire of patients' satisfaction with sand treatment service,the influencing factors of overall satisfaction were age(51-60 years old),education level(undergraduate and above),occupation(enterprises and institutions and free occupation),cost of sand treatment service(128 yuan of hospitalization sand treatment cost)and 13 evaluation indexes of patients' satisfaction with sand treatment service.Conclusions:The operational efficiency of the business efficiency model and service efficiency model of the public hospital has not been maximized,so it is necessary to improve the technical efficiency.The operational efficiency of the economic efficiency model is on the rise.Attention should be paid to the investment of scale efficiency.It is necessary to formulate the development direction of reasonable scale investment and allocate resources reasonably to ensure the optimal utilization of resources.Among the satisfaction degree of sand treatment service,age 51-60 years,bachelor degree or above,enterprises and institutions,free occupation,hospitalization sand treatment service fee(128 yuan)all have an impact on the overall satisfaction of sand treatment service.
