Research On Decision-making Of Medical Resource Allocation In Graded Diagnosis And Treatment

Availability and level of fees are the most concerned issues when people talking about medical care.At present,China's medical and health system has a problem of insufficient resources(especially the tertiary hospitals)and the waste of resources in primary medical institutions.This paper attempts to establish a computer simulation model,focusing on discuss how to reallocate medical resources between different levels of hospitals.We choose Shenzhen Luohu Hospital Group as the research object and collect the real data of the Group,which is used to model and analyze the decision of sinking medical resources from city hospitals to community hospitals.The process of this research are as follows: First,observe the operational process of the research object,and sort out the real operational data obtained from the Group.Secondly,based on the actual situation,a theoretical model was established.In the model,the Group is made up by two levels of hospitals,one is high level hospital(which represents the city hospitals)and other one is low level hospital(which represents the community hospitals).It also showed the impact of the medical resources of the top three hospitals on the patient's diversion.Then,two kinds of simulation models-deterministic simulation model and random simulation model-are built based on the theoretical model,and the data was brought into it for verification and analysis.Through our research,the following conclusions are drawn: 1)There exists an optimal resource transfer rate.When the rate has been chosen,the Group could reach an optimal income,but at that point,low level hospital gains more than high level of hospital.2)In order to promote long-term cooperation between the two hospitals,two types of income sharing methods can be adopted by low level hospital.Both Methods could improve the situation of both hospitals.3)Finally,from the long-term development of the Group,the number of medical resources allocated to medical institutions at all levels has been analyzed.We found that the optimal resource allocation combination makes the operation efficiency of the group optimal.Above all,we found that establish a Close Medical Consortium and share resources at all levels of medical institutions in it,can not only strengthen the links and cooperation between medical institutions at all levels,but also help better the medical services.Also Close Medical Consortium helps to present a cobweb structure for medical services in a region,which could provide better quality and continuous medical care for patients.At the same time,it is also conducive to improving the comprehensive ability of primary medical institutions,balancing the uneven utilization of resources among medical institutions at all levels,and exploring a path for establishing a more comprehensive grading system.
