An Analysis Study On Medical Resource Allocation In Taiyuan Municipality

This paper by analyzing the present situation of medical resource allocation in Taiyuan and exploring the characteristics and reasons, to find out the existing problems,put forward the corresponding solution countermeasures,provide references for Taiyuan medical institutions establishment plan.In this paper,collecting data by health statistics yearbook, using descriptive analysis to study the Taiyuan city medical resource allocation status;using RSR to analyze the strength of the medical resources allocation;using the Lorenz curve and the Gene coefficient to study the fairness of the population and area in medical resource allocation;using DEA and ratio analysis to study the effectiveness of medical resource allocation.Results are as follows:1.There are 206 hospitals whose areas are independent and over1000 ㎡,mainly concentrated in yingze district,xiaodian district, xinghualing district,accounting for 62.6% of the total,but as an important part of the southern district, jinyuan district only has 10 hospitals, account for only 4.8% of the total, the counties are short of medical institutions, 12.6% of the total.2.There are 31720 beds in our city,the number of hospital beds per thousand people is 6.91.3.There are 33523 professionals in our city,7.84 per thousand people.4.There are over 11.1926 million people in outpatient and emergency,6.0103 million of them are accumulated in tertiary hospital.And in patient number is641500,among them,329200 persons choose tertiary hospital.The bed usage rate in tertiary hospital、secondary hospital 、primary hospital are 94.52%、58.91%、37.50%respectively.Out- patients visits in tertiary hospital account for 72.32% of all the visits,in-patient number in tertiary hospital account for 74.61% of all the number,and the bed usage rate is 94.52% in third-class hospital. 5.As to the fairness of population, bed configuration of the gini coefficient is 0.27, personnel configuration of the gini coefficient is 0.32, they are between the "average" and "reasonable" state respectively. As to the fairness of area,bed configuration of the gini coefficient is 0.82, technical personnelconfiguration of the gini coefficient is 0.84, they are both unreasonable.6.Data envelopment analysis shows that medical output is insufficient in areas like xiaodian 、gujiao、yangqu districts,whereas in areas like yingze 、wanbolin、jinyuan districts,they are short of medical investment.We can obtain conclusions as follows: The problems are as follows. 1.The medical resource is relatively unbalanced distributed. 2.The structure of health resource is unreasonable. 3.It is unreasonable in medical flow,The resource utilization efficiency is poor. 4. The problem of management system result in medical resource wastes.According to the problems,putting forward the proposals as follows: 1.It is essential to make health plan scientifically and reasonably according to the social needs. 2.To improve the health system in the grassroots.3. As a whole bed configuration of medical institutions, it is necessary to meet the demand of residents.4. To strengthen the personnel training, and promote the talent team construction of health work.
