[Background]The World Health Organization report in 2000 defined and evaluated health system performance.This makes countries generally begin to pay close attention to the health system performance.The hospital is the core of the health system,so hospital performance evaluation will have to be the focus of health system performance evaluation research.The administrative departments of the hospital have the duty of management,which mainly provide support for the work of clinical and medical departments.Along with the hospital scale expanding,the hospital will shoulder more social responsibilities and face sharp competition.Efficient functions work of the administrative departments helps to form the hospital core competitiveness.To establish a suitable and feasible performance appraisal system of the administrative departments of the hospital is helpful to the hospital management.[Objective]The administrative departments' performance appraisal system is designed by the strategic orientation of the hospital,based on the scientific performance evaluation methods,in order to improve hospital performance and get a win-win situation.[Research Method]In this paper,the appraisal system costs management theory and methods through the literature analysis and the contrast of different performance evaluation method.The research group invited 15 experts from the importance of indicators,sensitivity and operability three aspects to score,to set up the index to evaluate the relative importance.After the expert consultation,the research group screened the primary indicators,then determined the assessment indicators.Finally,the paper brought forward the weight of each index by using AHP.Use the method of correlation analysis to judge the independence of the index.[Research Conclusion]Basedon job analysis,combined with the actual situation of hospital,guided by strategy,decompose step by step for the hospital strategic.This paper adopt BSC(Balanced Scorecard)method to establish department appraisal index system and adopt task performance,contextual performance and competency performance to establish employees' appraisal index system.After determined the assessment indicators,then brought forward the weight of each index by using AHP.Finally,determine the reasonable criteria.
