The performance management is an important part of public hospital reform,and also a difficult point.It is no doubt that the performance evaluation of department director,who is key figure in public hospital improvement,is a core section in the hospital performance management.Therefore,there has been more concerned with the establishment of performance appraisal system,which is applied to performance management of department director in public hospital scientifically and comprehensively.Above all,this paper analyzed status quo and existed problems of performance evaluation of the department director in public hospital,based on the case study of ZD hospital,according to the methods of literature research,case analysis,expert interview,etc.Then it defined the content of the department director performance in public hospital,on account of the combination the performance theory research with director duty analysis.Furthermore,the dimensions of the performance evaluation was proposed,including ability and quality,administration duty,director's personal task fulfillment,and department task accomplishment.In addition,this paper explored the model of the performance evaluation of the department director performance in public hospital,considering the relationship of the four dimensions,which is independent but inter-influencing.Through using of the Delphi method and analytic hierarchy process,the performance appraisal system of the department director in public hospital was established,which is composed of 4 first grade assessment indicators,15 second grade indicators,as well as 50 third grade indicators.In conclusion,this paper argued that the circulation system of performance appraisal was supposed to be divided into 3 steps:the input,the PDCA of department director performance assessment,and the output.The input was the resolution of hospital strategic target and analysis of department director duty.The PDCA of department director performance assessment contained 4 processes:the plan and target of director performance,detailed indicator system,execution of performance evaluation,and the feedback of the performance evaluation.The output was the application of the PDCA of performance assessment.
