Objective: The purpose of this study is to establish a performance appraisal index system with the quantifiable indicators for the administrative staff of the tertiary traditional Chinese medicine hospital.It can highlight the characteristics of traditional Chinese medicine and the relationship between performance and position,responsibility,ability.Inspire the work potential of the hospital administrative personnel to provide better services for the clinical departments actively.Methods: 1.Build an index library through the literature and the method of balanced score card.2.Design the questionnaires according to the index library.3.Select 26 experts and fill in the questionnaires anonymously with Delphi method.4.The experts gave the indicators importance scores.Screen indicators according to the average of the importance scores and the coefficient of variation.5.Establish a performance appraisal index system with the final determined indicators.6.Calculate the index weight using the method of analytic hierarchy process.7.Try to calculate some executives' performance using the new index system.Results:1.The recovery rates were 92%,88%,100% and the expert authority coefficients of the three rounds were 0.846,0.840,0.773,0.884,which were all higher than 0.700.2.The minimum mean value of the importance scores((?))was 3.905.The values of (?) were all higher than3.500.The maximum coefficients of variation(CV)was 0.077.The values of CV were all less than 0.250.The experts' coordination coefficients were0.894,0.909,0.902.All the values of P were 0.000.The performance appraisal index system included 4 first level indicators,9 second level indicators and 14 third level indicators.3.The maximum consistency ratio of weights(CR)was 0.025.All of the consistency ratios were less than 0.100.4.This new index system can calculate different performance with their job evaluations.Conclusion: The new performance appraisal index system and its weights' calculation were more scientific and logical.This index system could calculate the bonus of the administrative staff according to their different performance and potential.It could provide some references for other Chinese medicine hospital.
