ObjectiveThis paper aims to sort out the original design of the outburst sanitation emergency commanding system of China, to summarize the present status of the needs, construction, application and management, to understand the construction and application status of the outburst sanitation emergency commanding system, and to mater the access to information process of the public emergency health emergency management and the role that information technology plays in health emergency as well. This paper made an analysis on the classical theory of crisis management and the relevant experiences in the developed countries to explore the basic idea and the main content of the information construction of the emergency response system to find its bottleneck, and to put forward the idea for further construction.Methods1. The literature analysis. We collected literature concerning public emergency management at home and abroad to understand the background and progress of system construction and applications.2. The questionnaire investigation. We used the self-designed survey table on the construction and operation status of the outburst sanitation emergency command center to conduct surveys on emergency personnel from the Municipal Health or Health IPPF administrative departments of 12 prefecture-level cities of Guangdong, Yunnan, Chongqing, Hubei and Anhui to grasp the status of the outburst sanitation emergency command center.3. The in-depth interviews. We went to the five provinces to Conduct surveys and collect information, and carried out personal in-depth interviews with emergency personnel from the Municipal Health or Health IPPF administrative departments and CDCs to ask about the status and problems existing the health emergency management system.4 The comparative analysis. Study and contrast the public emergency management systems of United States and Japan to obtain a more open way of thinking.ResultChina has initially established outburst sanitation the emergency commanding and decision-making system covering the national, provincial, and municipal levels, and the system has get preliminarily used. However, the emergency commanding and decision-making system of some cities is still under construction, especially most sorts of the databases have been outfit less than half. Advanced means of communication technology need advancing. The system construction regionally dispersed, and the regional development was uneven. The area of the commanding sites varies, and construction of the databases, infrastructure, network technology, mobile emergency platform of different districts varies. Many districts "prefer construction to application, and prefer hardware construction to software construction". The system management mechanism is not perfect, and the health emergency response system is fragmented, in lack of linkage. System interoperability and information sharing is insufficient, which restricts the monitoring and early warning and emergency decision-making. The manpower repertory, financial security, and system security management mechanism is deficient, and long-term operation and maintenance of the system standardization mechanism has not get formed.ConclusionThe construction of outburst sanitation emergency command system of China has made public emergencies health emergency management transform from the traditional empirical management to the intelligent, efficient scientific and standardized management decision-making management. But the development of outburst sanitation emergency command system was uneven, with regionally dispersed construction. The development preferred construction to application, the system failed to achieve practical results. The management mechanism is not standardized, and inter-regional and inter-sectoral interoperability needs to be strengthened. A mechanism for long-term operation and maintenance needs establishing, and all sorts of guarantees need improvement. The system needs perfecting in application to guarantee health emergency information.
