Analysis Of Jilin Province Health Emergency Command Decision System Operation Status

Objectives:In recent years, with the rapid development of China’s economic society, the frequency of public health emergencies has been increasing. it constitute a major threat to China’s economic social development and people’s lives, health safety and property. Strengthening health emergency command and decision system construction, improving the health emergency command and decision system running level, to achieve the public health emergency monitoring and early warning, crisis determination, command and deployment, on-site rescue; forming a unified command, fully functional, sensitively reflect and efficiently operation of public health emergency response mechanism, it is great significance, far-reaching and very urgent. The present study take Jilin Province health emergency command and decision system construction, operation status quo for example, by using questionnaires and surveys and other forms to the relevant units and operators, analyze the status of current situation of Jilin Province health emergency command and decision system, Find insufficient, optimize emergency command information system functions, for conducting an effective, directing the rescue quickly, reducing casualties and economic losses is really necessary. Methods:visit Jilin province public health emergency disposal services center, Jilin Provincial Health and Family Planning Commission emergency office and other relevant units, we deliver <the basic questionnaire of Jilin Province health emergency>to 78 units which are using Jilin Provincial Health Emergency Command Decision Information Systems; we deliver <the questionnaire of Jilin health emergency command and decision system requirements analysis>to 110 operated staff at different levels which are using Jilin provincial health emergency command and decision information systems; collect the domestic and overseas construction materials and data which are similar size with Jilin health emergency command and decision system. Results:(1) Jilin Provincial Health Emergency Command Decision information system’s overall construction have basically completed and put into use, the main functions play a role.(2) The basic situation of Jilin health emergency command and decision system: the survey of health emergency agencies of Jilin Province showed that 30 units set up a separate emergency departments, less than 50%, there are very few highly educated personnel(master’s degree and above), Accounted for less than 5%.; the survey of health emergency team of Jilin Province shows that 16 units set up a special health emergency team, 51 units equipped with logistical support staff, totally 237 people. there are 727 emergency plans and technical solutions; the survey of Jilin Province health emergency reserve basic information, 32 units do not have the materials warehouse, 39 units equipped with office vehicles, with a total of 83 vehicles, 15 units do no formulate emergency supplies management system, without issuing emergency clothes. It shows the equipment of Jilin Province is still not balanced, coverage is not wide, we need to further invest and improve in order to respond to public health emergencies.(3) The survey of Jilin health emergency command and decision system operation function demands: total acceptance of early warning function demands is 91.57%, total acceptance of the functional requirements is 90.64%, the overall acceptance is up to 90.43%.(4) Jilin health emergency command and decision system operation function display: emergency command function, information display function, video conferencing, communication, monitoring and early warning capabilities have begun to run. The main problem with the system are insufficient network bandwidth, there are hidden dangers of emergency dispatching; blind spot on monitoring and early warning, there is no mechanism for jointing prevention and control; data center integration with limited resources and inadequate support of dispatching.(5) The survey of Yunnan Province(state) health emergency command and decision information system structure and function showed that: the systems consist of monitoring and early warning, decision-making disposal, dispatching and system management. Conclusion:(1) Jilin health emergency command and decision system construction has been completed, there is a mobile command system, spot providers command and communications, expert video conferencing, emergency information processing and decision-making capabilities. Realize monitoring and early warning the public health emergency, crisis determination, command and deployment, on-site rescue, basically it can respond to public health emergencies disposal requirements effectively.(2) Jilin Province emergency command system achieved interoperability with the Disease Prevention and Control System and other related systems, but have not yet realized the connection between the health surveillance, pre-hospital care, hospital treatment, blood management information systems and other agencies, but also strengthen interoperability between information systems of these institutions.(3) Jilin Province health emergency command and decision system designed network transmission capacity need to be further improved, but also to expand the provincial and city-level emergency private network bandwidth, widen emergency special network access point, the system has a large computer terminal extension, means of communication but also continue to improve, open the multi-channel function, protect public health emergency command and coordination unimpeded. And achieve an effective connection with 120 system.
