With the global economic integration and the advent of knowledge economy era, the medical talents which plays an important role in the medical quality,service quality and management quality in the hospital, nowadays have become the most significant strategic resources. A reasonable and orderly flow of talents in hospital will strengthen the hospital’s core competitiveness and promote the harmonious development of hospital. It also will be conducive to improving the vitality and quality of the whole medical system and promoting the development of the productive forces on medical health enterprise in our country. Therefore,the flow problem of medical talents has become an important research topic in the hospital development fields. In the context of the rapid development of social economy, the international process speeding up and the increasingly fierce competition of medical market, the medical talents flow adequately is quite needed. Through optimal allocation of medical talents reasonably, the maximization of utility will be promoted. According to the current situation,although the Vietnamese medical talents made great achievements, the unreasonable the medical talents flow lead to the waste and shortage of talents. A series of problems has been triggered, such as the talent resource utilization efficiency is not high, the imbalance between supply and demand, and the basic role of human resources’ allocation in medical market lags behind, which has become the restriction of development and the quality of health care of the hospital. Therefore, deeply research on problems and countermeasures of medical talents flow not only has long-term strategic significance but important realistic role.The following is the research idea of this paper. First, based on the flow of talent related theories and research achievements at home and abroad, theconfiguration and status of talent flow will be descripted in Hanoi city. Second,with practical experiences, the influence factors, the basic rules and the tendency in the future in Hanoi city will be analyzed deeply. Third, on the basis of talents mobility management experience of developed city at domestic and abroad, the flow of public hospital talents will be put forward in Hanoi city in order to promote the harmonious development of public hospital and enhance the core competitiveness. All in all, the talents flow problems and its countermeasures of current public hospital in Hanoi city will be analyzed specifically, and this paper attempts to resolve the adverse effect of the flow of medical talents in order to promote the rational flow of medical talents.
