Research On Effect Of International Talents Practice In Public Hospitals Under Perspective Of Strategic Human Resource Management

Objective: International talents are not only the inevitable choice for the realization of urban strategic goals,but also the inevitable choice for the development of western medicine in China.Public hospitals pay great attention to the internationalization of indigenous talents.However,there is no clear understanding of what kinds of management should be adopted and what effects are produced.This study took Shanghai R hospital,which focuses on promoting international talents programs,as an example.The author described various practice for international talents,analyzed the content of practice,and then found out the effect of international talents practice based on evaluation in a questionnaire and archive data.Learning from the theory of Strategic Human Resource Management(SHRM),the study provided empirical basis and policy suggestions,in order to ensure the effect of improving the international quality of local talents and develop the comprehensive competitiveness of public hospitals and medical staff.Methods: Some managers and medical staff in R hospital were selected.Interviews were used to understand the content,effects and problems of international talents practice.Based on the SHRM measurement scale and interview results,a questionnaire was conducted on all medical staff participating in the international talents program of R hospital in the form of census.The questionnaire included international talents practice surveys,sense of identity surveys,and self-evaluation of international quality and job performance improvement.The likert six-point scale method that was from 0 to 5 points was used.The respondents' basic information,overseas visits,work performance and other data were analyzed through R hospital's human resource,medical,scientific research information system and archives.Excel 2007 was used for data entry.Content of international talents practice were analyzed by factor analysis and analysis of variance in SPSS 19.0.The corrections between practice and effects such as sense of identity,self-evaluation,job performance were explored by Pearson Correlation.Results: International talents practice developed steadily in Shanghai R hospital.It has played a good role on hospital and medical staff,such as broadening the global perspective.The results showed that R hospital had carried out capacity enhancement practice,incentive practice,and opportunity input practice with international quality-oriented.The respondents' average scores for the three types of practice were higher.The scores were 4.07,4.40 and 3.61 respectively.When the durations of international talents programs and visit destinations were different,the perception of incentive practice was different(P<0.05).Different departments and positions' medical staff had different perceptions of opportunity input practice(P<0.05).The hospital,managers and other medical staff had a high sense of identity of international talents practice,with an average score of 4.39.Capacity enhancement practice,incentive practice,opportunity input practice and sense of identity had significant positive relationships at a confidence level of 0.01.Self-evaluation of international quality and job performance was high,with an average score of 4.33.There were significant positive relationships between the three types of international talents practice and self-evaluation at a confidence level of 0.01.Within three years after participating in the international talents programs,46.67% of respondents had an average annual treatment volume among the key diseases or the third/ fourth – level surgery,which was higher than the average level of the same department.Their average annual publication of SCI was 0.90.Their average annual number of international exchanges was 0.48.Good effects had been achieved in medical,scientific research,international exchange and other aspects,and their job performance was good.There were significant positive relationships between the three types of international talents practice and job performance at a confidence level of 0.05.Conclusion: Under the perspective of SHRM,international talents practice had a significant positive impact on the sense of identity,self-evaluation of international quality and job performance,medical performance,scientific research performance,and international exchange performance.When public hospitals actively carry out capacity enhancement practice such as selection and performance assessment,incentive practice such as salary support,promotion development,program planning and employee participation,opportunity input practice such as job rotation and training which aim at improving international quality,good results will be possible to achieve.It is recommended to strengthen international talents management that is line with the strategic objectives.The concept of human resource management should be transformed.The international quality-oriented human resource bundling should be formed.
