With the gradual improvement of living standards,medical needs gradually diversified development,in the market economy system,the competition between hospitals is more and more fierce,the level of science and technology talent management has become a key indicator of the core competitiveness of the hospital market.Under the background of building a healthy China,it is necessary to improve the level of medical technology and the quality of medical services through scientific and technological progress and effective management.At the same time,in the era of information technology and intelligent technology development,medical and health reform encourages scientific and technological innovation,competition is to improve the comprehensive strength of hospitals,need to strengthen hospital scientific research management,improve the level of medical research.Taking the background and effectiveness of hospital scientific and technological talent management policy as an example,through interviews and surveys,sample questionnaires were collected to reveal the development status and problems of hospital scientific research talent training,and put forward corresponding countermeasures,so as to provide decision-making reference for strengthening hospital scientific research talent management.In combination with related literature at home and abroad research,refining point of content,and policy of science and technology talent management by the hospital as a starting point,one after another from the national health science and technology talent policy,domestic major hospital scientific and technological personnel policy,anhui provincial hospital on the talents of science and technology policy,focus on analysis of public hospitals in anhui science and technology talent policy measures and the implementation effect,from the policy system are studied.Research related rules and regulations by the hospital,the hospital scientific research environment,the development needs of their own scientific and technological personnel three dimensions design of questionnaire,the three public 3 armour hospital in hefei science and technology talents and scientific research of the status quo investigation analysis and research,the study found that respondents to the scientific research environment and their own development needs,such as more focus on two aspects of factors.Through the analysis of statistical survey data,the existing problems,such as the talent management policy attaches more importance to introduction than to training and appointment,the lack of scientific research team training,the unclear power and responsibility of talent policy implementation,the lack of implementation,the lack of scientific effectiveness evaluation;The strategies of hospital talent management are put forward,such as setting up the concept of people-oriented and innovative development,applying systematic management thinking,implementing precise incentive policies,creating a talent promotion system,creating a good scientific research environment,providing effective scientific research guarantee,and strengthening the construction of scientific research information platform.System deals with the concept of humanistic thought,put forward the concept of human-oriented talent and develop systematic talent management policy optimization path learning advanced experience for reference,combined with the regional actual for the cultivation of the scientific planning,build a good mechanism and environment for sustainable development of atmosphere,of a solid in the scientific research work to lay a solid foundation.We will strengthen the construction of talent echelons and regularly reserve scientific and technological reserve talents.Perfect management system of scientific and technological talents can effectively guarantee the healthy development of scientific research environment.Especially,China is catching up with the level of scientific and technological production in developed countries,and the management of scientific and technological talents closely related to science and technology is also indispensable.Strengthening the management of scientific and technological talents will help improve the ability of scientific research and innovation of talents and become a strong driver of economic development.Combined with science and technology policy,system theory and related theory,scientific and technological personnel policy from the hospital,the related system,analyzing the current situation of hospital talent management work of science and technology and the results combined with the actual case of hospital empirical investigation and analysis of the current work of science and technology talent management,from the Angle of philosophy of science and technology to promote hospital talent management innovation promotion strategy,raise the level of science and technology talent management decision making.Based on the systematic and humanistic theory,this paper analyzes the problems in the management of scientific and technological personnel,analyzes the differences between the management of health scientific and technological personnel and the management of general personnel,so as to enrich the policy and theoretical research on the management of health scientific and technological personnel.
