The drug addition policy was proposed by the National Development and Reform Commission in 2006: “The sales of medicines in county and county-level medical institutions should be based on the actual purchase price with market-up rate less than15%." Under the conditions of relatively tight finance,the drug addition policy has a great effect on ensuring the operation and development of public hospitals,and it has a great effect on ensuring basic medical services by the state.However,with the rapid development and changes of China's economy and society,the main contradictions in our society have been transformed into contradictions between the people's growing needs for a better life and the development of inadequate imbalances.People's demand for a better life and medical health protection is constantly improving,and the improvement of medical service supply capacity is difficult to match,but the imbalance between demand and supply leads to the phenomenon of “difficulty in seeing a doctor,expensive medical treatment”,“expensive medicine” and “multiple use of drugs”.Therefore,in the new medical system reform in 2012,the compensation for public hospitals was reduced from the three channels of service charges,drug additions and financial subsidies to service charges and financial subsidies.The cancellation of drug addition has a significant and far-reaching impact on many aspects,mainly in the form of public medical institutions that implement zero-difference rate sales of drugs(excluding Chinese herbal medicines),the value of medical services that reflect the value of medical staff's technical services,and the price of medical services is included in financial insurance payments.This requires public hospitals to be decoupled from the traditional form of "medicine-based medicine" and actively work hard to improve the overall quality of medical services.BZ Hospital in city B is a public comprehensive three-level first-class hospital.It has the characteristics of leading medical technology,strong ability of receiving and management.In this research,it is found that the cancellation of drug additon policy has a certain impact on the total operating income of BZ hospitals.There is a decline in the cost of single visits to patients,and the sense of medical treatment is not strong.The internal control of hospitals and medical price reforms need to be further strengthened.Through the analysis and research on the implementation effect of the drug elimination policy in BZ hospital,it can provide useful experience in rationalizing the medical service price system, strengthening the government's medical reform investment responsibility,and improving the hospital's internal control management,so as to effectively solve the problem of the masses.The social phenomenon of expensive medical treatment.This paper takes "the effect of eliminating drug addiction on the public comprehensive tertiary hospital of B city and the corresponding business adjustment" as the research object to detailed discuss the historical origin,development process,impact of drug addition policy and cancellation of drug add-on.Meanwhile,using the HIS report data of the public comprehensive top three hospitals of the B city,the trend analysis method is adopted,and the operation and data of the hospital before and after the drug addition policy is cancelled.Through these empirical analysis,we will study the impact of the elimination of drug addition policy on the operation of general hospitals,enumerate the successful experience of eliminating the drug add-on policy in the implementation of the public comprehensive tertiary hospital in B city,and summarize the public comprehensive top three hospitals in B city.
