With the furtherance of China’s medical and health care reform and public institution reform, along with the introduction of different funding approaches and the founding of hospitals with distinguishing systems and qualities under the concussion from market economy, public hospitals in China are confronted with enormous challenges and opportunities. In order to gain more space in the fierce competition, except valuing and boosting medical techniques and services, what’s more essential to public hospitals is to improve the administration, transform the managing concepts, so that a professionalized team of deans with strategic viewpoints and modernized administrational skills could be forged.The professionalization of deans in public hospitals has been a hit concerned by theoretical realm and practical field during Chinese medical reform, as to which, professionalization is just a process of transformation while training is the vital method and effective approach and also the most beneficial and convenient medium.At present, the training of professionalization of deans has hit the choke point. On one hand, there isn’t such a scientific and professional training system yet, moreover, the extensive market requiring has been compelling the expansion and deepening of training. Aiming at this issue, this thesis has demonstrated the incorporation, characteristics and functions of professional training of deans at first place, then considering the current situation of the training in Heilongjiang Province, come to a conclusion about the success, confirm the achievements, found the hard problems and drawbacks and explored the rooting causes, which can be interpreted as following. First of all, the traditional conceptions can not meet the capital development requirements based on contemporary human resource. Secondly, the needs of potential trainees have been neglected. Thirdly, the content and measures involved in training lack innovation. Fourthly, the estimate toward the training effect is difficult to be implemented. At the end of this thesis, the author has analyzed and studied the administration mode and staff training from foreign hospitals using method of comparative analysis, drawing lessons from the success and achievements in Chinese educational training, predicted the tendency and strategies of the professional training of deans in public hospitals in Heilongjiang Province. To begin with, enhance the analysis of needs and the orientation of the professional training of deans in public hospitals. Furthermore, expand the training range of the professional training of deans in public hospitals. Most importantly, give priority to the effective transforming of the professional training of deans in public hospitals. The initiative outlined above shall be able to promote the founding of a professionalized team of medical administrators which roots in the practical situation of Heilongjiang Province and meets the development requirements of medicine and hygiene in Heilongjiang Province.
