I Purpose and Significance of the studyHealth supervision system is an important part of the public health system, and it safeguard the implementation of national health laws and regulations, the public health order and the order of the medical services, and it protects people’s health. It is an important guarantee to promote the economic and social development. Manpower, financial, and hardware facilities is the basis of the health supervision system. Kunshan’s health supervision system is at the forefront in the county-level. This survey studied the status of the funding situation, housing construction, law enforcement vehicles, on-site rapid testing equipment, forensic tools and office tools of the health supervision system in Kunshan, and raised corresponding suggestions to provide a reference for the perfect construction of the Kunshan health supervision system, and good ideas for the construction of other county health supervision agencies.II Materials and MethodsThis research employed "criterion gap analysis" as the leading research methods, with the combination of quantitrtive methods, in order to evaluate the status of the resource of Kunshan health supervision system, analyze problems, and to measure the necessary manpower and material resources, to improve the policy.We collected materials by reviewing literature and related policies, field survey, group interview and material update analysis methods. We use measurement of working hours and estimate of working hours to forecast the needed personnel. SPSS18.0and EXCEL2007were used for the processing and analysis of the data, and the main analysis methods includes descriptive statistics, correlation analysis. In this study Kunshan City Health Authority hereinafter is referred to as "City Health Authority", and Kunshan City Health Authority Branch hereinafter referred to as "Health Authority Branch". Ⅲ Key Findings1. Existing health supervision personnel can’t meet the needs of the supervision workThe number of the existing personnel is150, including111health supervisors. If all organizations were supervised and inspected at least twice per year, then, under the conditions of the existing human, only the number of organizations remain unchanged, the work efficiency increased by10%, and the proportion of health supervisors increases to85%, the existing personnel is sufficient. In other conditions the number of personnel needs to be increased. For example, if the number of organizations increases by5%, and other conditions are the same, the number of supervisors needs to be increased to127. If efficiency is increased by10%, then the number of supervisors only needs to be increased to114. If all organizations were supervised and inspected at least3or4times per year, then, then, the existing staff is far from meeting the needs.2. Existing funding system of the Health Authority Branch is complex and not clearThe existing funding system of the Health Authority Branch is complex and not clear, it includes financial allocation from Kunshan City and the Villages and Towns, the preventive health care institutions, and hospitals. There is no clear funding system to ensure the day-to-day operational funding.3. Compared with the standard, there is a large gap in the existing housing of Health Authority BranchAccording to the standard of40square meters per capita,8branches did not meet. According to the standard of a using area of150square meters, only4Health Authority branches meet the standard. Proprietary housing of the Health Authority Branch accounted for only32.83%, the rest of the free use or lease. The same time, there are43.79%of the housing is shared with the other institutions like preventive health center or hospital. 4. Law enforcement vehicles is lack and quality is poorAccording to the standard of1vehicle per8people,100.0%departments of the City Health Authority and also100.0%Health Authority Branch meet. But according to the standard of1vehicle per4people, only28.57%departments and9.09%branches meet.Also the condition of the vehicles is poor. There are6cars purchased for more than eight years, and should be scrapped. And6vehicles were shared with other agencies.5. Great shortages of quickly seized equipmentAccording to the quickly seized equipment standard, only74.58%is equipped, and only67.80%of the equipments meet the standard. The shortages of quickly seized equipments were in serious condition. Also the gap between different departments and branches is large.6. Inadequate law enforcement forensics tools and office tools configurationIn City Health Authority, digital cameras and camcorders meet the standards, and on-site law enforcement package, voice recorder did not. In Health Authority Branch, only digital cameras meet the standards. According to the office tools standard,1-2projectors,42Computer and9fax difference were needed.7. Information better, construction hardware facilities and software construction is far from perfectInformation hardware facilities construction is relative perfect, and according to the standard, one anti-virus software is needed. And the construction of its software is far from perfect, there were several systems in use, and the data are not uniform.IV Policy recommendations1. Increase the staffing according to the need of the health supervision work;2. Establish a clear branch funding system, so be rule-based;3. Supply houses for Health Authority Branch, and make reasonable adjustments of its housing function type;4. Increase law enforcement vehicle configuration, to ensure the daily supervision needs;5. Fully configure quickly seized equipment to meet the needs of the daily supervision work; 6. Increase law enforcement forensics tools and office equipment configuration;7. Strengthen the construction of the information system, and realize mobile intelligent office step by step.
