Research On Current Situation Evaluation Of Health Supervision And Coordination In Ningxia Health Supervision System

Research BackgroundHealth supervision and coordination service,as the national basic public health service project,is an important supplement to the construction of health supervision network system.It mainly utilizes the outpost role of the three-level public health network and grassroots health care institutions,to solve the problem ofrelatively weak grassroots health supervision.Thus,it is to further establish the health supervision network system in the horizontal to the edge,vertical to the end,covering urban and rural areas,so as to find out and investigate the actions of violating health laws and regulations and protect the public health and safety.In 2011,in accordance with the requirements of the Ministry of Health,Ningxia launched the work of health supervision and coordination.In the past few years,all the cities and counties have actively made exploration and practice on the construction of health supervision and coordination,which plays a positive role in strengthening the health supervision foundation and network of the whole district.This study aims to comprehensively understand current construction situation of Ningxia health supervision and coordination system,as well as related implementation status.It then analyzes the effectiveness and problems in health supervision and coordination system construction and resource allocation,and discusses the countermeasures of the system.Hence,it is to promote the implementation of health supervision and coordination and protect public life and health.Research methodsThis study utilizes the questionnaire survey method to collect the relevant data,designs the questionnaire on the resource allocation of health supervision and coordination situation and the work progress.It trains the investigators and sends the questionnaires to the health supervision institutions of cities and counties in Ningxia,so as to investigate the construction and implementation of health supervision and coordination system.At the same time,on-site spot check method is adopted to conduct field investigation and study on the health supervision and coordination status of some areas.The original data generated by the investigation are compiled and recorded into the computer.The database is established with Excel2007,and counted by the statistical software SPSS16.0.The investigating results are analyzed by descriptive and univariate analysis.Research results1.In 2011,Ningxia launched the work of health supervision and coordination.As of the end of 2016,the setting rate of health supervision and coordination in the whole district was 93.94%;the actual appointed health supervision coordinators were 2774,with the recruitment rate of 92.16%.Among them,full-time health supervision coordinators accounted for 4.40%;part-time health supervision coordinators accounted for 95.60%;the rate of health supervision coordinators with certification was 82.19%.2.Health supervision coordinators have relatively low educational background and professional and technical positions.The proportion of professional is unreasonable,and the overall quality of the team is to be improved.3.There is not adequate investment in the construction of local health supervision and coordination.In addition,the hardware significantly lags behind,such as the law enforcement forensics equipment,means of transportation,office equipment,on-site rapid detection equipment,information technology,etc.4.Health supervision and coordination work mode is single and full-time health supervision and coordination staff is not enough.The work quality is to be further improved.Conclusion and suggestionsNingxia health supervision and coordination system has made long-term progress.The health supervision work had been moved forward,with focus covering urban and rural areas.It has played an important role in maintaining the public health and medical service order and protect the health rights and interests of the public.However,there are still some problems.Some aspects need to be further improved and enhanced,such as the deepening of system reform,promotion of system construction,strengthening of financial security,institutional construction,staffing,resource allocation,etc.Therefore,this study proposes the following suggestions:1.To continue to deepen the reform of health supervision system.2.To increase government investment in health supervision and coordination,add the office equipment,law enforcement equipment,transportation and other equipment,so as to meet the needs of health supervision and coordination in new situation.3.To perfect the health supervision and coordination mechanism,ensure funds being put in place,so as to protect the smooth development of health supervision and coordination.4.To strengthen the construction of health supervision and coordination team,and constantly improve the professional quality and law enforcement level of health supervision coordinators.5.To well construct informatilization of health supervision and coordination,and improve work efficiency.6.To strengthen the propaganda of health supervision and coordination efforts,and do a good job in health law popularization and training.
