The Research On The Status Of Health Supervision System And Two Levels Of Health Supervision System Of Baiyun District

The health supervision system is important constituent of the public health system, and is the important constituent of legal institution system, because it is important guarantee of carrying out the health laws and regulations of the state, maintaining the order of public health and the medical service, protecting people's health, and promoting the harmonious development of economy and society. Basic health supervision system is directly linked to the people of the health of people's livelihood.Baiyun institute of health insperction was established in 2002. The business of health insperction in Baiyun area has developed rapidly by the leadership and attention of Baiyun committee and government, the health monitors of Baiyun area were increased, the civil service, office relocated, the civil servants were employed, office equipment was added and so on. Enforcement hardware has improved remarkably. Health supervision system and framework has been built. The level of the initial public health services and the Processing capability of public health incident have significantly promotion. With the development of Baiyun area's social and economic, the public health and safety of Baiyun area is still faced all kinds of challenges, such as "harm to occupational health and safe" "safety of drinking water", "food safety", "medical disputes" and the problem of radiation protection. Epidemic prevention and medical services market supervision should be strengthened. Management and operation mechanism is still relatively static, especially the development primary health supervision and career has been faced many bottleneck problems. This paper researches on two levels of health supervision and management system. By analyzing the demand of Baiyun health insperction, the functional location, management and employment conditions, the public health and safety of Baiyun area is still faced many bottleneck problems, such as in serious shortage of team in town and staff. Retrieving documents and information on the research content, we can get the related practices and experience in other area in our country with the background of reform. Through field research, we make depth study of the departments of the specific way of setting the basic institutions and management, make study of the functional location and configuration and management mechanism of institute of health insperction in town, and provide relevant experience for the building of institute of health insperction in town. The last, giving some suggestions to building two levels of health supervision and management system.Facing the new situation and new tasks and new requirements and ensuring Baiyun realities, the valuable experience of domestic hygiene supervision of the network management practices and the advanced experience of educational administration and so on should be leant. It is necessary that promoting hygiene supervision system of Baiyun area development, seting up health monitoring stations in town and improving the comprehensive enforcement of management, improveing the hygiene supervision of horizontal coordination with the auditor panel and the establishment of the special hygiene supervision system. The new model of hygiene supervision what is government led, health administration department under the coordination and town responsibility will be built.
