A Cross-sectional Study On The Health And Family Planning Comprehensive Supervision System In Hebei Province

Objective:Through the cross-sectional study on the health and family planning comprehensive supervision system in Hebei Province from 2013 to 2014,find out the existing problems and explore the influencing factors,and put forward policy suggestions.Methods:Collect relevant dates of health supervision system and family planning supervision system by consulting the relevant literature and questionnaires.Using the Excel 2003 software to establish database,do descriptive analysis of rate,calculate Gini coefficients and draw Lorenz curves.Using the SPSS 13.0 software to conduct correlation analysis.Results:1 By the end of 2013,there are 183 health supervision agencies in Hebei Province at all levels,including 1 at provincial level,11 at municipal level and 171 at country level.The system of health supervision agencies is perfectly developed.2 Among the totally 4019 staffs, there are 9 public servants,5 staffs reference to public servants,3762 staffs of public institutions and 243 staffs of workers etc.There are 2893 health supervisors including 83 at the provincial level, 490 at the municipal level,2320 at the county level.The rates of reaching the standards in 11 regions are between 20% and 65%.There are 1921 male supervisors,972 female supervisors,and the male female ratio is close to 2:1.Age structure:There are 210 supervisors between 18-29 years old that percentage is 7.3%,897 supervisors between 30-39 years old that percentage is 31.0%, 1054 supervisors between 40-49 years old that percentage is 36.4%, 721 supervisors between 50-59 years old that percentage is 24.9%, 11 supervisors between other ages that percentage is 0.4%.3 The totally gross area of health supervision agencies at all levels are 154647.64m2.The per-capita housing area and per-capita business occupancy area are 53.5m2 and 24.6m2.There are 61.4m2 per-capita housing area and 40.0m2 per-capita business occupancy area at provincial level,47.4m2 per-capita housing area and 10.6m2 per-capita business occupancy area at municipal level,54.5m2 per-capita housing area and 27.0m2 per-capita business occupancy area at country level.The health supervision agencies at all levels recorded total revenue in 2013 of 340,099,600 yuan,in which 258,610,900 yuan are financial aid,take 76.04%,39,960,400 yuan are business incomes,take 11.75%.The total expenditures are 347,646,000 yuan,in which staff expenditures are 174,989,000 yuan,take 50.33%,training funds are 3,566,900,take 1.02%.The total liabilities are 42,686,000 yuan,take 12.6% of total incomes.The number of equipment that worth more than 10 thousands in health supervision agencies at all levels is 1523,in which 64 at provincial level,worth 3,888,000 yuan,174 at municipal level,worth 7,011,228 yuan,1285 at country level,worth 47,933,442 yuan.4 In 2013,the health supervision agencies at all levels in Hebei Province conduct supervisions and inspections for 305,836 households and investigate and treat cases for 19,988.There are significant differences between different areas.The differences of supervisions and inspections are related to the “Financial investment”.The differences of cases are related to the “Number of health supervisors”.5 The differences of supervisor numbers between different areas are related to the “ Population”and“Number of examinee entities”.The Gini coefficients that related to the “Population”,“Area”and“Number of examinee entities” are 0.143,0.342 and 0.122.6 There are 153 family planning supervision agencies in Hebei Province,in which 125 agencies are independently set up,28 agencies are set up with preparation of departmental.Among the 28 agencies,there are 9 internal agencies and 19 institutions,8 agencies are full funding,others are balance allocation or self-supporting.The supervisors are mostly transfer from family planning system.Conclusions:1 The health supervision system in Hebei Province is relatively perfect and able to ensure the performance of work and function.But there are still some questions such as lack of financial investments and manpower shortage.2 Because of the particularity of the family planning works,Hebei p r o v i n c e h a s n o t y e t f o r m e d f a m i l y p l a n n i n g l a w e n f o r c e m e n t supervision system with independent planning supervision institutions.3 In order to give full play to the technical advantages of health supervisions and network advantages of family planning organizations at the grass-roots level,it was suggested that the health planning administrative departments for the top-level design, complete the integration of health supervision institutions and family planning institutions as soon as possible,and guide the health supervision institutions and family planning institutions transfer from ideas,focus of works and law enforcement means, guarantee the smooth development of the work of health and family planning comprehensive supervisions at the same time.
