ObjectiveIn this paper, the human resource allocation in Zhengzhou Center for Disease Control (CDC) was studied. Analyzing the human resource allocation status to find out problems on human resource allocation, further answers and suggestions were put forward. The purpose of the present study was to provide supports in the technology for the next research of the human resource allocation in CDC.MethodThe questionnaire survey and statistical analysis were used in this paper. All the related data was gathered from "The questionnaire about human resource status in Zhengzhou CDC" and the basic information of employees which was provided by the personnel section of Zhengzhou CDC. And then Microsoft Excel was used to descriptive analysis the constituent ratio and ratio about the human resource status. Last but not least, the suggestions of the national relevant policy were given combined with the human resource allocation situation of Zhengzhou CDC.Results1. There were current staff997, actually1165persons on-the-job in Zhengzhou CDC. The human resource allocation situation ratio of Jingkai Area, Zhengzhou, Zhengdong New Area and Gaoxin Area were lower than others.2. The average age was42.1in Zhengzhou CDC. In all workers,7.29%were under the age of30,31.42%were in the age of30~40,50.82%were in the age of40~50,10.49%were over the age of50.3. There had86Candidate for Master’ Degree and only2Doctor of Philosophy and392undergraduate and480junior college student and205other persons in Zhengzhou CDC. 4. Composition of professional and technical personnel:senior technical titles:92(7.89%), intermediate technical titles:268(23%), junior technical titles:333(28.58%), and other persons472(40.52%) which includ180assistant and223others in Zhengzhou CDC.5. In the composition in each major, health professionals:652(55.97%), non-major medicine236(20.06%), administrative staff:187(16.05%), handymen90(7.72%).Conclusion1. The total of staff employed in Zhengzhou CDC was low because there were only0.2persons for10000service population that cannot satisfy the public health service demand.2. The human resource condition of Zhengzhou CDC tended to be older, having a tendency of aging population, the average age is higher than the average age of the national CDC in2005. In terms of degree constitute, highly educated talents were relative lack while lower education personnel proportion is on the high side and professional and technical personnel youth who were highly educated was short. In terms of title composition, senior title of professional ratio was low while the structure of title remained to be further improved, the senior and intermediate technical titles employees need to increased.. In terms of professional structure, the proportion of administrative staff and handymen was too high, and the proportion of professional and technical personnel was76%which was lower compared with the national standard.
