In the process of health reform in our country,traditional Chinese medicine is the important key government support and development of the field,the rationality of the allocation of resources,to establish the sustainable development of traditional Chinese medicine in China is of great significance.Beijing as the capital in our country,has the many,the high quality of traditional Chinese medicine resources,and the distribution in different degrees between each administrative region and health institutions,its configuration is highly effective,the fair has been to be the concern of the management of traditional Chinese medicine researchers and policy makers.As "the function of capital organization" and "integration of the beijing-tianjin-hebei region" and other policy continues to advance,distribution and structure of the Beijing Chinese medicine resources is gradually changing,the allocation of resources of Chinese medicine for the future planning has brought certain influence.Objective:With "the function of capital organization" as a research starting point,analysis the Beijing Chinese medicine distribution and changes of resources within the range of each function,evaluation of traditional Chinese medicine resources allocation efficiency and fairness,a comprehensive understanding of the situation of the allocation of resources in Beijing,found that there were problems,and put forward Suggestions;To predict the quantity and distribution of Chinese traditional Chinese medicine resources in the future,provide reference for the formulation of TCM resources allocation plan.Methods:Using literature research method to comb the traditional Chinese medicine policies issued by the state and Beijing in recent years,summarize the research methods of health resource allocation and prediction at home and abroad,and summarize the commonly used evaluation indexes;Data envelopment analysis was used to evaluate the allocation efficiency of traditional Chinese medicine resources.Gini coefficient and thiel index were used to evaluate the fairness of Beijing traditional Chinese medicine resource allocation.Grey model was used to predict the allocation of Chinese medicine resources in the future.Results:According to the distribution of TCM resources in functional areas,60%-70%of TCM resources in Beijing in 2016 are concentrated in the City Six District.Among them,the number of doctors practicing Chinese medicine(assistants)per 1,000 population in the core functional area of the capital is 2.06,and the number of Chinese medicine beds is 2.17,which is far higher than the population of thousands of people in other functional areas.Compared with 2015,the number of Chinese medical institutions in the core functional areas of the capital decreased by 5;the number of Chinese medicine equipment with a cost over 5,000 yuan decreased by 147 at the end of the year;the income of Chinese medicine decreased by 442 million yuan;while the number of Chinese medicine staff and traditional Chinese medicine beds increased slightly,but Compared with other functional areas,its growth rate is slower.From the perspective of fairness in the allocation of Chinese medicine resources,in 2016,when Beijing's various Chinese medicine resources were allocated according to population,their Gini coefficients were 0.0475(traditional Chinese medical institutions),0.1459(Chinese medicine practitioners(assistants)physicians),and 0.1230(average).Pharmacists(pharmaceuticals),0.1426(Chinese medicine bed)and 0.2466(Chinese medicine equipment)are at the level of "high fairness" and "fair fairness." When configured by geographic area,the Gini coefficients of various types of Chinese medicine resources are all greater than 0.4."Unfair" level.After using the Theil Index to disintegrate the differences in the allocation of resources in Beijing's traditional Chinese medicine,it was found that the differences in the configuration of traditional Chinese medicine in Beijing between TCM hospitals and TCM beds are mainly due to the configuration differences in the functional areas,and the differences in the configuration of TCM staff and TCM equipment.Mainly from the configuration differences in functional intervals.Compared with 2015,the equity in the allocation of Chinese medicine in Beijing has declined.From the perspective of the efficiency of the allocation of Chinese medicine resources,in 2016,the functional core area of the capital and the ecological conservation development area are effective for DEA,and the comprehensive efficiency is 1.098 and 1.016,respectively.The urban function development area and the new urban development area are DEA-invalid,and the overall efficiency is 0.749 respectively.0.902.The total factor productivity of traditional Chinese medicine in each functional area was greater than 1 in 2015-2016,that is,the efficiency of allocating Chinese medicine resources in each functional area has been improved,and the reasons for the increase are all technological advances.Judging from the forecast results,Beijing's TCM resources in 2020 can generally meet the goals set forth in the "13th Five-Year Plan" TCM Development Plan in Beijing.However,judging from the functional areas,the number of suburban TCM resources may still be a certain distance away from the policy requirements.Conclusions:In 2016,the overall development of the Chinese medicine business in Beijing was fairly good,and the allocation of thousands of Chinese medicine resources in the national leading level.All kinds of Chinese medicine resources are still mainly distributed in the functional core areas of the capital and the urban functional development areas,but there has been a trend of decline or growth rate of some Chinese medicine resources in the core functional areas of the capital,and the development of urban functional areas and new areas of urban development in traditional Chinese medicine The rapid growth of resources and the development of some TCM resources in the ecological conservation development zone are relatively good,but the foundation is still weak and needs further improvement.The fairness of Beijing's TCM resources according to population allocation is better,far better than the allocation by geographical area.However,the suburbs are sparsely populated,and deployment by population alone will affect the availability of Chinese medicine services.Therefore,in the future configuration,the government should consider not only the population but also the geographical factors.The overall efficiency of Beijing's allocation of traditional Chinese medicine resources is not high.Both in terms of technical efficiency and scale efficiency,they all need to improve.In particular,the resource allocation efficiency of TCM in the urban function development zone is the lowest,and it is necessary to pay attention to the improvement of technical efficiency and the blind expansion of the control of TCM resources.Although the total amount of TCM resources in Beijing in the future can meet the requirements set by the policy,the allocation of resources for TCM should be further planned in the functional area so as to cooperate with the implementation of the "non-capital function mitigation" policy and reduce the resources of TCM in urban and suburban areas.The gap in configuration will increase the fairness and efficiency of the allocation of Chinese medicine resources.
