Under the construction of international tourism island in Hainan province, thisresearch on the local human resource allocation of nurses made a summary about thetheories and practices of human resource allocation of nurses at home and abroad.Three general hospitals of3A degree were chosen at random in Hainan to conduct theevidence-based investigation, which aims to identify the gaps between the currentsituation on human resource allocation of nurses and the requirement on constructionof international tourism island and then some suggestions on the problems of humanresource allocation of nurses in Hainan were put forward to the related policy makers.The internal and external factors on human resource allocation of nurses wereanalyzed by SWOT theory in this research. External factors includes policyenvironment and area features. Internal factors cover the structure of human resource,overall quality, the context, the way and the quality of services, etc. Based on theabove factors, the study concluded the strength and weakness, chances and challengesrespectively on human resource allocation of nurses. On the other hand, three localhospitals with typical representation were chosen to reveal the situation about humanresource allocation of nurses in Hainan, and then the study made the systemic analysison whether the current human resource allocation of nurses can fit the development ofinternational tourism island and what are the gaps existing now. Nevertheless, frominterviews analysis, five problems were identified regarding to the local humanresource allocation of nurses as follows:1. The staffing of nurses in general wards in Hainan is lower than that in thenational policy.2. The overall quality of nurses needs the further improvement.3. The work of nurses is overloaded.4. The work time of nurses is not reasonable.5. The teams of nurses are unstable.According to SWOT theory, the gaps between the current situation on humanresource allocation of nurses and the requirement on construction of internationaltourism island as follows:1. The content of nursing work needs more innovations and improvement2. The procedure of nursing work needs to be optimized.3. The number of nursing staffing needs to be increased.4. The quality of nurses needs the further improvement. 5. Total number of nurses in Hainan needs to be increased.6. Modern ideas of scientific management need to be introduced to the area ofnursing management in Hainan.According to the above problems, some measures were put forward in the study:at first, the plan about the future development of nursing human resource allocation inevery hospital should be made. The current situations of human resource allocation ofnurses need to be analyzed and predicted under specific goals. Second, SWOT matrixanalysis about human resource allocation of nurses should be summarized, and thenthe amount of workload was estimated, which can emerge the number of nursestaffing and the ratio of doctors to nurses reasonably. At last, this thesis suggestedhow to optimized working procedure and management system in nursing bystrengthening time management of nurses, which can improve work efficiency andreduce the risk of nursing. It also advised that how to reinforce the occupationalloyalty of nursing and stabilize nursing teams by making the plan of careersdevelopment for nurses, which can firmly improve the efficiency and the quality ofnursing work, and then it will facilitate to realize the ultimate goal that humanresource allocation of nurses fitting the requirement on construction of internationaltourism island as well.
