On Marketization Of Public Environmental Sanitation Service In Changtai County

Because of the urbanization drived on gradually, the problem of urban public environmental sanitation becomes social focus. The urban public environmental sanitation not only influences the regional economy, but also influences the residents’life. Since the90’s last century, the government and the environmental sanitation administrative departments promote actively the marketization reformation of environmental sanitation management and service. According to the actual situation in most region, the environmental sanitation administration still followes the traditional operation pattern. It doesn’t meet with the needs of current development.How to improve the quality of public environment sanitation efficiently in low cost is a great problem for urban public management. In recently, the marketization of public environmental sanitation was widely accepted and carried out. Because of the difference in geographical position, sization, economics and concept between regiones, the marketization progress of public environmental sanitation service is quite different. In a word, the marketization basing on the socialist market economic system in our country presentes lots of problems.The way to realize marketization becomes quite important.The thesis discusses the marketization and implementation mode of public environmental sanitation services in county basing on the theory of new public management and the concept of public service marketization. At first, the current marketization situation of public environment sanitation service in Changtai County is analysised with the fieldwork. Then, the problems existing and the causes are discussed. The advantages and weaknesses about public environmental sanitation services in Changtai County are analysised with analytic method of SWOT. Referencing to the theoretical results and practical experience at home and abroad and combining with the reality of region, the selected marketization mode of public environmental sanitation services suitable for Changtai County is investigated. At last, to realize the marketization mode in Changtai County, it’s proposed that the government should do well in the functions such as legal regulation, cultivate the market, standardize the procedures, supervise qualit. Specifically, the environmental sanitation administrative departments in Changtai County should improve the administrative system, standard market process, funding supporting mechanism, quality supervision system to guarantee the marketization mode.
