Rural Public Environmental Sanitation Construction From The Perspective Of The Public Products

In the course of modernization of China, the public environmental sanitation of the city takes a favorable turn day by day, however, the dirty,disorderly and bad public environmental sanitation state of countryside has not changed. The rural public environmental sanitation question, realization the goal of building socialist new countryside and peasants' health are closely linked, but rural public environmental sanitation issue has not caused enough attention at present.Literature about studying rural environmental sanitation is mostly the research that is carried on in terms of environmental science at present. The thesis regards rural public environmental sanitation as a kind of important rural public products, investigates the construction of rural public environmental sanitation by surveying public environmental sanitation state of concrete village.The thesis investigates and analyses state and building predicament of public environmental sanitation in Wagouzi village Honghu . The management system that the finishing ground and the village are unified , economic structure that is mainly made up with cultivating aquatic products and free caught and special social organization state, etc, form community background of public environmental sanitation changes. In the village that is occupying along the lake, the public environmental sanitation state is closely related to ecological environment of Honghu Lake. After 2000, raising crabs in the big lake stood up hotly , the ecological environment of Honghu Lake changed enormously, lake water quality worsen, public environmental sanitation state caused the concern too. Changes of the industrial structure of village under the guide of market economy and government's policy, decline of organization's action ability at village level, drawbacks of management system , urbanization of living way of villagers , villager's bad hygienic habit, etc, are the main reasons for the current situation of public environmental sanitation of the village. Under such a background, the importance of public environmental sanitation construction of the village comes out conspicuously. However, building public environmental sanitation of the village is facing treble predicament from the village , local government and country .I thought, public environmental sanitation construction of the countryside needs tostart with three following respects: Establishing the investment mechanism relying mainly on country;Setting up management mechanism of the great river and the big lake across administrative division and changing the rural environmental policy;Arousing the strength such as the organizations at village level, villagers fully inside villages ,etc.
