In recent years, China has experienced a rapid economic development.Withurbanization, aging population gradually climbed and tremendous medical requirementssoared. It is clear that the mode of Community Medical Services is imperative. However,the market itself is still in the exploratory stage. There’s no any confirmed conclusion onhow to develop.This could be a new subject facing with socio-economic experts andpublic health policy researchers.Preceded from the perspective of public goods, we analyzed the nature of theCommunity Health Services, distinguishingcommunity medical serviceswith communitypublic healthservices, in order to determine the appropriate scope of marketization.Subsequently, combined with the macroeconomic environment of marketization whichespecially includespolicies under the background of the new health reform industry, wefound the one key point and two elements of the solution, the interaction of thegovernment andrelated enterprises, the Value chain and the profit distribution.Subsequently, summed up the successful model of community healthcare market, theactual cases and experiences from domestic and foreign government and corporateentities, we got the most critical elements of the reform,introducing appropriatethird-party "checks and balances".Based on both theories and practice, finally we raisedthree specific strategies forChina.1st, Community Medical Service Centers regular chain management on the sharedinformation platform basis;2nd,take case managers as the link to acommunity healthcaremanagement team;3rd,treat third-party commercial healthcare management companies asthe core of all community medical services and healthcare management resources.Hope it will not only provide ideas to Chinese policy makers on developing urbanhealthcare policies, but find direction for the entrepreneurs who are still in theexploratory stage in this special industry.
