Community health service is the goal of human health, for the community, the family as the unit, the individual as the center, in order to demand for the basic health services. The construction of community health service institutions need to make full use of community health services resources and community health service institutions and the prevention, medical treatment, health care, rehabilitation, health education, family planning technical service for one of the whole community health service institution construction. In 2009, our country based on the development of public health undertakings under the condition of socialist market economy, putting forward the "new medical reform", the public health service construction demand increases, requires the establishment of covering urban and rural basic medical and health service system, especially the construction of community health service institutions. In addition, the exploration and innovation of the construction of community health service institutions become the major issues of our country medical health reform and development, exploration and construction has become an important integral part of Chinese medical and health services which has vivid era characteristics. Based on these, this paper explores the construction of community health service institutions in our country from the perspective of public organizational culture, as the present situation of construction of community health service a breakthrough point, analyze the causes from the perspective of the overall level of the construction of community health service, job requirements and human resource configuration, performance management mode and collaborative development so as to put forward some corresponding suggestions, in order to find more significant models of the development of community health service institutions.
