As the most important component, Public hospital plays a key role to realize the health medical service. But with the development of health system reform in our country and promote medical service industry appeared a one-sided to enterprise operation mode, excessive publicity self-interest, directly or indirectly harm the rights of the public health service, played down the medical institutions, especially the public hospital should bear the social responsibility, public hospital public welfare constantly questioned. All the problems are urgent to solve, such as how to design a relevant mechanism to ensure the fulfillment of hospital social responsibility.This study based on the basic situation of our country, to explore how to ensure the public hospital social responsibility and enhance the social responsibility of public hospital level was the research focus. The public product theory, social responsibility theory, public choice theory and combining with the survey results of the case hospital were used in analyzing the problem of public hospital social responsibility of our country:excessive pursuit of economic benefits, ignore the social responsibility; social responsibility practice level is too limited, understanding does not reach the designated position; supervision mechanism is not sound, lack of social responsibility evaluation index system; not into the hospital strategic plan, endogenous underpowered. From the macro health policy; compensation; supervision system and hospital culture and so on in-depth analysis of hospital is the main reason for the lack of social responsibility. Finally, put forward the countermeasures and suggestions to enhance the public hospital social responsibility:constructing a hospital strategic system, innovating internal management method; improving the government financial input and the hospital compensation mechanism; sound supervision mechanism, building a new appraisal system; strengthening social responsibility consciousness, to shape the social responsibility culture. |
