The Research On Social Responsibility Of Public Hospital

Aims:Public hospitals as the main supplier of medical service in China are nonprofit organizations set up by government. Hospital culture is the symbol of soft power with the unity of scientific, standardized and humanized management. The aims of this paper focus on how to establish social-responsibility-oriented hospital culture system in the new round of medical reform of returning to welfare.The social responsibility of public hospital which mainly includes public medical service, harmony between doctor and patient, medical assistance and medical teaching and research is the value of public hospital culture, the symbol of social image and operation philosophy.Methods:The research uses quantitative methods, offering the questionnaire from 4 aspects and 22 sub-aspects according to hospital culture levels from materials, actions, systems and spirits. By anonymous surveys on staffs and patients of East District of Suzhou Municipal Hospital, the paper gives the objective evaluation on current situation of hospital culture by description analysis.Results:The survey shows that the projects with higher average (> 3.9) scores have five aspects as hospital facilities (a1/a2), hospital models (b3), the information channels by staffs (b5), talents cultivation and R&D innovation (c5), while the projects with lower average scores (< 3.5) have six aspects as working environment (a3), the involvement of staffs (b6), the contributions to department development and culture (c1), the understanding and involvement of hospital culture by staffs (d3/d7), self-value realization (d6).Conclusion:This paper proposes that social responsibility based public hospital culture shall be established from four aspects:understanding social responsibility to set up spiritual culture support; guarantee social responsibility to set up material culture basis; implementation social responsibility to set up system culture guarantee; fulfilling social responsibility to realize culture awareness.
