Canada’s public health security mechanism is an organic part of the social welfare system, which was gradually established and enlarged after World War II. It is not only imprinted with its Keynesian character but also reflects Canadian value emphasis that they care and protect social equity and justice. The welfare system is also a social model underlining the traditional functionalist welfare ideology blossomed in Britain. Canada Health Act, a cornerstone for formulating the Canadian public medical-care system, entitles people’s equal health right that means human beings are equal to face the issues on birth, growth, illness and death. It definitely eases the financial burden for individuals’ and employers’ medical care, and simultaneously improves all the citizens and residents health wellness, benefits social fairness and stability.We like to justify the righteousness of Canada’s public medical care system, nonetheless, its shortcomings are still clear there to be overcome. Tragedy of the commons still occurs in health care field, lower efficient health services and overuses of public medical resources must be modified and reformed. During the overwhelming bargaining game among governments, medical organizations, doctors, doctor professional associations, big pharmacy companies and the diseased persons, the provincial governments initiate to transform the overused public medicare system. Given the social context with much higher fiscal deficits and an eldering population, individuals and community shall have to pay more to cover health care, and private medicare shall be introduced and added to assist public medicare system. The actually limited two-tier methods do not jeopardize the welfare nature and universality criterion for public health system.China may learn from the reform and transformation of Canada health care system. China is such a country that the state owns much more wealth than the people then its governments shall pay much higher in the public goods like education and medicare due to its higher share of fiscal income in GDP, which is vital to protect social fairness and justice. Medicare reform in China must maintain equal health rights for individuals and target to eliminates inequality in health care qualification and service quality, pay more investment in health care facilities and illness prevention then improve people’s health wellness, therefore, we not only justify equal health right but also redesign the rules through legislation and regulations aiming to identify the cost allocation between governments, hospital and other health care providers and individuals. Residents need to enjoy portability to receive relevant service in different provinces. The quality of health care service must be bettered and health care costs driven by medical high technology must be controlled. To up date the social needs of elder people, policy arrangements including senior care and senior mental health program should be undertaken in advance.
